THIS IS NOT A SOLICITATION. This is a Sources Sought Notice only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. This notice is issued solely for information and planning purposes and does not constitute a Request for Quote (RFQ) or a guarantee to issue an RFQ in the future. The Sources Sought Notice does not commit the Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. Not responding to this Sources Sought Notice does not preclude participation in any future RFQ, if issued. This announcement is based on the best information available at this time and is subject to future modification. The NAICS code is 512110, and the size standard is $32.5 million. It is expected the procurement will be conducted under FAR Part 12 Commercial Items and FAR 13 Simplified Acquisitions. OVERVIEW: The Department of Veterans Affairs (VA), Network Contracting Officer (NCO) 2, and the VA Upstate New York Healthcare System (VISN 2 North) anticipate a requirement for a full service digital media production company to film and produce innovative, professional quality education and training videos for a 5-year nationwide VA study. The Department of Veterans Affairs VHAWNY Healthcare System Buffalo, New York has a requirement for production of four professional quality videos to be created by a production company. The videos shall be formatted for web and computer use in accordance with the Department of Veterans Affairs regulations. Both versions must be compliant with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) where the videos are to be produced in a format to accommodate the hearing, sight or other impaired Veteran. The vendor is responsible for obtaining and hiring all professional actors and voiceover services as needed for the videos, must have studio space available in the Buffalo 14215 area.
