ATTACHMENT A: CHEMICAL AQUEOUS CLEANING DRAWING PACKAGE 1. DESCRIPTION: Red River Army Depot (RRAD) is issuing this Request for Information (RFI) to obtain information from industry related to capabilities to construct chemical cleaning facilities on behalf of the Department of Defense (DoD). On-site performance location for this work: Building 412, Red River Army Depot (RRAD), Texarkana TX. 2. PURPOSE: This is an RFI only. The RFI is being conducted pursuant to the Federal Acquisition Regulation (FAR) subpart 15.201(e). No contract will be awarded from this announcement and no reimbursement will be made for any costs associated with providing information submitted in response to this RFI. As such, this RFI is issued solely for informational and planning purposes and does not constitute any obligation on the part of the US Army. An industry day (site visit day) will be held at RRAD at a later date and all interested parties will be able to come and inspect the work location. All submissions become US Army property and will not be returned to the submitter. All information received in response to this notice that is marked "Proprietary" will be handled accordingly. 3. OBJECTIVES: RRAD is attempting to modernize its chemical cleaning facilities to provide the best cleaning capabilities for engine and other vehicle component cleaning workload. General objectives for this action are outlined as follows: • Reduce waste and inefficiency in the chemical cleaning process as designed • This can take the shape of chemical tank insulation, lids for tanks to reduce ventilation needs, filtration systems on paint stripper tanks, more effective fluid agitation methods, etc. • Improve process flow in the chemical cleaning area • This could mean the rearrangement of processes, tanks, etc. • Improve maintainability of the chemical cleaning equipment • This could mean redesigning the tanks themselves, or making suggestions for better ways to build tanks so as to prevent soil buildup, etc. • Streamline the chemical cleaning system • Improve operational effectiveness and flexibility • Recommend alternative designs and equipment that will perform better than the existing design • This could mean the suggestion of new layouts of tanks or even a totally different cleaning system Specific objectives include the development of a robust, modern, easily operated chemical cleaning system that fits within the confines of the existing pit area and is capable of efficiently cleaning a wide variety of vehicle components. The system's focus will be engine components such as: engine blocks (up to the large C15 CAT engine), heads, oil pans, valve covers, connecting rods, cylinder head valves, etc. 4. PROGRAM BACKGROUND: In 2016 RRAD opened a new building for the complete processing of tactical wheeled vehicles called the Maneuver Systems Support Center (MSSC). This large building was designed to consolidate remanufacturing functions. As such, a chemical cleaning area was designed and allotted space in the building. Chemical Aqueous Cleaning Drawing Package (Attachment A). The level of detail in Attachment A is in no way what we are seeking with RFI submissions. Any suggested alternative designs should be high level/general idea/big picture layouts. Nothing to the level of detail in Attachment A should be submitted. 5. GENERAL INFORMATION REQUESTED: In an effort to gather information in a manner which can be analyzed, the US Army is requesting responses in the following three separate sections: (A) General Information; (B) Capabilities; (C) Key Activities. In order for a company's responses to Sections A, B, and C to be considered for Government analysis, the completion of Section 5, General Information, must be provided. Check all that apply. _Chemical cleaning equipment/systems Installation _Construction of chemical cleaning equipment _Industrial cleaning operations [Please describe the services that were provided, the Government contract number (if applicable), the agency for which the services were performed for, and POC information for that agency.] Section C: Key Activities The primary purpose of this RFI is to determine the commercial marketplace's ability to build the designed chemical cleaning system. However, the U.S. Army is also looking for specific recommendations for improvements, modernizations, and modifications to the existing layout that would both fit within the existing space limitations and offer benefits over the existing design. The Government is also looking for specific recommendations concerning layout changes up to and including new layouts and new equipment suggestions that would do a better job than the layout in the current design. If possible we would also like to see a rough order of magnitude (ROM) cost comparison between any suggested alternatives and the current design. Responses shall be no more than 10 pages, single-spaced, open-faced, and not smaller than 10 point font, with one inch margins and compatible with MS Office Word 2007. Files greater than 10MB in size will not be accepted. Only one set of responses per organization/contractor is allowed. In order to move the information gathering forward in a meaningful, timely, and organized manner, the following will not be considered: • Responses sent by any other mechanism (such as hard copy responses, telephonic responses, facsimile responses, or hand-delivered responses) • Responses sent to any other email addresses. • Late responses. • Sales brochures, videos and other marketing information materials If the Government has additional questions or a need for information following the review of your organization's response, your organization may be contacted and asked to provide that information. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Responses will not be returned nor will the Government confirm receipt. Whatever information is provided will be used to assess tradeoffs and alternatives available for determining how to proceed in the planning process. In accordance with FAR 15.201(e), responses are not offers and cannot be accepted by the Government to form a binding contract. All Government personnel reviewing responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423; Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. RFI responses shall be submitted via email to robyn.e.james.civ@mail.mil with the subject title "RRAD Chemical Cleaning Facility" no later than 17 April 2017, 5:00 P.M. CST.
