- This is a Sources Sought notice. This is not a request for quotations, and the information is for market research and procurement planning purposes only. The U.S. Food and Drug Administration, Office of Acquisitions and Grant Services has issued this sources sought announcement to determine the availability of any existing sources capable of providing upgrades to existing Waters high performance liquid chromatography-photodiode array (HPLC-PDA) systems. The Forensic Chemistry Center (FDA/ORA/CER/FCC) requires upgrades to two Waters high performance liquid chromatography-photodiode array (HPLC-PDA) systems in order to be compatible with an FDA central software upgrade to Empower 3 and allow for automated data backup. The two systems requiring upgrades include a model 2690 HPLC pump and a model 996 PDA detector, and a model 2695 HPLC pump and a model 996 PDA detector. The current model 996 PDA detectors in these systems are not currently compatible with Empower 3, therefore the purpose of this requirement is to upgrade the two HPLC-PDA systems in order to be compatible with and controlled by the centrally installed Empower 3 software. Any business considered a small business under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing, size standard - 1,000 employees) that is capable of meeting the requirements below shall provide a response by the Response Date listed in this notice. Responses shall include a capability statement and shall demonstrate that it can meet all the minimum requirements. Minimum Technical Requirements: The upgrade shall include the purchase and installation of two Waters 2998 Photodiode Array Detectors, one Ethernet conversion program, and one accompanying Ethernet Switch Communication kit. The Ethernet conversion program and kit shall be supplied to upgrade the 2690 HPLC system to a 2695 HPLC system. The Ethernet Switch Communication Kit shall include an 8-port Ethernet switch, cables, and a mounting bracket for mounting the switch on the rear panel of the separations module. The capable source shall be able to provide all necessary supplies and accessories required for installation and start-up of the upgraded system. The upgraded system must be directly controlled using the Waters Empower 3 software, and must include parts and labor warranted for one (1) year from the date of installation. Photodiode Array Detectors requirements: • The PDA detectors shall have low noise performance of less than 10 µAU • The PDA detectors shall have flexible sampling rates from 1 to 80 Hz • The PDA detectors shall have independent optimization of sampling rates • The PDA detectors must be capable of simultaneous quantification of high and low level components within a single separation Delivery and installation shall be included with all necessary supplies and accessories required for installation and start-up. The hardware provided in the upgrades of the two (2) HPLC-PDA detectors shall be newly manufactured units, not used and refurbished or previously used for demonstration. The hardware provided in the upgrades of the two (2) HPLC-PDA detectors must be warranted for parts and labor for one (1) year from the date of installation. This notice is not a request for quotations or other solicitation. All interested responsible sources may submit a response showing their ability and willingness to complete this requirement. At a minimum, responses shall include: • Business name, bio, DUNS number, business address, business website, business size status (i.e. SB, VOSB, SDVOSB, HubZone, SDB, WOSB), point of contact information, phone number, and email address • Descriptive literature, brochures, marketing material, etc. detailing the nature of the products and services • Past performance information for the manufacturer and/or sale of the same or substantially similar products and services including date of service, description, dollar value, client name, POC address, phone number and email • If applicable, identification of the offeror's GSA Schedule contract number and SINs which are applicable to the requirement. Responses shall provide sufficient technical information necessary for the Government to conclusively determine that the offered products/services and components meet the technical requirements above. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. This notice will determine the availability of potential small businesses capable of performing the requirement. After a review of the responses received, a pre‐solicitation synopsis and solicitation may be published in FedBizOpps. However, responses to this notice will not be considered adequate responses to a solicitation.
