- The purpose of Amendment 3 is to allow further clarification via Question & Answer, as follows: 1) Document Hard Copies: the understanding is that the 500 documents of testimony are located in various FBI reading rooms. Will it be possible for contractors to scan those documents for dissemination to a pre-approved team? Or, must contractors have personnel in a seat at the reading rooms in order to review the 500 documents? This may impact the team selection, as contractors may obviously require local personnel if it is required to conduct the document review 100% at FBI sites. The intent is to have all the documents reviewed in one of two FBI reading rooms. 2) Location: Are the FBI's reading rooms in the Washington DC area, within driving distance for personnel from the metro area? The primary reading room is located approximately 1 hour drive outside the District of Columbia. On occasion there may be need to review documents at the FBI headquarters reading room in the District of Columbia.
