- This Sources Sought Notice is issued in accordance with DFARS 206.302-1(d) and PGI 206.302-1. This is not a Request for Proposals. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this notice. The United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, intends to award a sole source contract under the authority of FAR 6.302-1 to Raytheon Company, McKinney, TX. Only one responsible source and no other supplies or services will satisfy the Government requirements for modification of the existing AN/APQ-187 Silent Knight Radar Operational Flight Program to enable fully integrated operation with Air Force Special Operations Command CV-22 Osprey aircraft. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within fifteen (15) days of this notice. Sources responding to this effort must have mature software engineering processes and be capable of producing all required software technical documention and airworthiness substantiation documentation. Additionally, sources responding to this request must be able to demonstrate performance of this type or similar type effort (to include size and complexity) in the past and must have an approved Defense Contract Audit Agency (DCAA) accounting system. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.
