This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 The associated North American Industrial Classification System (NAICS) code for this procurement is 561730, with a small business size standard of $7.5 million. The Uinta Wasatch Cache National Forest, Logan Ranger District, 1500 East Highway 89, Logan, UT 84321, is in need of ground maintenance services. All interested companies shall provide quotation(s) for the following: Services The United States Department of Agriculture (USDA), Forest Service (FS), Intermountain Region, Uinta Wasatch Cache National Forest, has a need for ground maintenance services for the Logan Ranger District Office. Ground maintenance services includes mowing and trimming of lawn and weeding of flowerbeds, and maintaining landscape including shrubberies, lawn and flowers in a manner that is appealing. Landscaping area is approximately 48,736 square feet and snow removal areas are approximately 26,303 square feet for parking lot and 9,345 square feet of sidewalks and walkways. Place of Performance Logan Ranger District, 1500 East Highway 89, Logan, UT 84321 County: Country:Cache UNITED STATES Award shall be made to the quoter, whose quotation is the lowest priced technically acceptable. The government will evaluate information based on the following evaluation criteria: "(1) technical capability factor, (2) use of biobase and safety, (4) past performance, and (3) price. Per, FAR 52.217-5 Evaluation of Options (JUL 1990), Except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). The following factors and sub-factors will be used to determine technical acceptability. Offeror shall provide the information necessary, including for any subcontractors, to evaluate the following factors and subfactors: Factor #1 - Technical Capability of Offeror. In order to receive a rating of "acceptable", offer must at a minimum, demonstrate adequate experience and technical capability of the services offered to meet or exceed the technical specifications. Specifically, the Government will evaluate for the following and each category must receive a rating of acceptable in order to receive an overall rating of acceptable in this factor: Subfactor #1.1 - Experience in performing ground maintenance, including landscaping and snow removal services - In order to receive a rating of acceptable, offer must demonstrate 3 years or more experience providing ground maintenance and snow removal services. Subfactor #1.2 - Equipment - In order to receive a rating of acceptable, offer must demonstrate that they have adequate equipment and resources to provide ground maintenance and snow removal services. Equipment must be in good working condition. Subfactor #1.3 Approach and Capability to complete work - In order to receive a rating of acceptable, offeror's approach, products to be used, project management, staffing experience, training, and scheduling must reflect the ability to successfully perform ground maintenance services. Factor #2 - Use of BioBased Products and Safety Record. In order to receive a rating of "acceptable", offeror must at a minimum, demonstrate use of biobased products and commitment to safety. Specifically, the Government will evaluate for the following and each category must receive a rating of acceptable in order to receive an overall rating of acceptable in this factor: Subfactor #2.1 Biobased Products - In order to receive a rating of acceptable, offeror must identify the biobased prodcuts to be used to perform these services. Subfactor #2.2 Safety - In order to receive a rating of acceptable, offeror must provide a project specific safety plan that demonstrates understanding of safely performing ground maintenance work. Factor #3 -Past Performance - In order to receive a rating of "acceptable" for this factor, offeror must, Offeror have a recent past performance rating for of acceptable/satisfactory or higher for same or similar services. The offeror is must provide at a minimum two references for past performance, including any proposed subcontractor. References should include contact name, phone number and email, and a description of the services provided. The past experience should indicate successes of the contractor in completing/meeting delivery dates and customer satisfaction as well as address any problems. Subfactor #1- Recency of present/past performance in relation to this effort - The Government considers "recent" present/past performance to be within the past 3 years. Subfactor #2- Relevancy of present/past performance in relation to this effort - The Government considers "relevant" present/past performance to be present/past performance effort involved in similar scope and magnitude of effort and complexities this solicitation requires. The Government may also use past performance information obtained from other than the sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIRS) database located at http//www.ppirs.gov is one of the sources that will be utilized. PPIRS functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems and is sponsored by the DOD E-Business Office and administered by the Naval Sea Logistics Center Detachment Portsmouth. NOTE: In accordance with FAR 15.305 (a)(2)(iv)), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability,"unknown" will be considered "acceptable."
