- Attachment 0002 - Serial Numbers Attachment 0001 - Clause Addendum 1. This is a combined synopsis/solicitation for commercial items in accordance with (IAW) the format in FAR Subpart 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. U.S. Army Contracting Command - Rock Island (ACC-RI) issues this Request for Quote (RFQ) W52P1J-17-R-MSA1 for the following Juniper software license subscription renewals with an initial quantity of licenses with three (3) evaluated options. The following are the requested quantities and licensing periods: Initial Order CLIN Juniper Model # Quantity Description Licensing Period 0001 NS-DI-SSG5-SITE 6,725 Site license subscription for Deep Inspection Signature updates on SSG5. 1 May 2017 - 19 March 2018 (10 months, 19 days) 0002 NS-K-AVS-SSG5-SITE 6,725 Site license subscription for Juniper-Kaspersky AV updates 1 May 2017 - 19 March 2018 (10 months, 19 days) Optional Order One CLIN Juniper Model # Quantity Description Licensing Period 0003 NS-DI-SSG5-SITE 1,014 Site license subscription for Deep Inspection Signature updates on SSG5 5 October 2017 - 19 March 2018 (5 months, 14 days) 0004 NS-K-AVS-SSG5-SITE 1,014 Site license subscription for Juniper-Kaspersky AV updates 5 October 2017 - 19 March 2018 (5 months, 14 days) Optional Order Two CLIN Juniper Model # Quantity Description Licensing Period 1001 NS-DI-SSG5-SITE 7,739 One-year site license subscription for Deep Inspection Signature updates on SSG5 20 March 2018 - 19 March 2019 (12 months) 1002 NS-K-AVS-SSG5-SITE 7,739 One-year site license subscription for Juniper-Kaspersky AV updates 20 March 2018 - 19 March 2019 (12 months) Optional Order Three CLIN Juniper Model # Quantity Description Licensing Period 2001 NS-DI-SSG5-SITE 7,739 One-year site license subscription for Deep Inspection Signature updates on SSG5 20 March 2019 - 19 March 2020 (12 months) 2002 NS-K-AVS-SSG5-SITE 7,739 One-year site license subscription for Juniper-Kaspersky AV updates 20 March 2019 - 19 March 2020 (12 months) The serial numbers and expiration dates for each license are included as Attachment 0002 - Serial Numbers. 3. Sources interested in responding to this RFQ are restricted to companies who are Authorized Juniper Federal Resellers. No other offerors will be considered. 4. ACC-RI intends to award a firm-fixed price contract IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2) and 6.302-1(c); Only one responsible source and no other supplies or services will satisfy agency requirements, and brand name descriptions. The Justification and Approval (J&A) for Other than Full and Open Competition is being made publicly available for brand name justifications with the solicitation, in accordance with FAR 13.501(a)(1)(iv) and 5.102(a)(6). 5. Evaluation will be based upon a qualified (authorized Juniper Federal Reseller) offeror's quote for the base and optional order quantities. Prices shall be submitted for both the initial order and all optional order quantities. If an offeror fails to submit prices for the base and all optional order quantities, its offer may be considered unacceptable and have its offer rejected by the Government. 6. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-80. 7. Licenses are to be delivered FOB Destination via email to the following Point of Contact no later than fifteen (15) days after date of contract award. The provision at 52.212-1, Instruction to Offerors - Commercial, applies to this acquisition. 10. The provision at 52.212-2, Evaluation - Commercial Items (Oct 2014), applies to this acquisition. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and/or other factors considered. The following factor(s) shall be used to evaluate offers: Price (submitted by a qualified offeror (see paragraph 5)) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 11. Pursuant to 52.212-3, Offeror Representations and Certifications - Commercial Items (Mar 2015), offerors, by submitting and offer to this solicitation, verify that they have reviewed the SAM database information and concur that all certifications and representations are current and applicable to this solicitation. Offerors shall provide notice of any changes to the annual representations and certifications prior to submitting an offer. 12. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. 13. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Offerors must be registered in the System for Award Management (SAM) in order to be awarded a contract with the U.S. Government. The SAM website can be found at www.sam.gov. Offerors not registered in SAM will not be considered for this award. 16.
