- Draft Performance Work Statement RFI This is a Source Sought notice. The U.S. Army Medical Research Acquisition Activity (USAMRAA) is seeking potential sources capable of providing firm-fixed-priced services for the Systems of Care for Complex Patients (SCCP) Task Area for the United States Army Institute of Surgical Research (USAISR) located in Ft. Sam Houston, Texas. The SCCP requires Clinical Nurse Education Support Services. The requirement shall ensure that every military nurse who deploys has the opportunity to use the resources to demonstrate minimal competencies in management of combat casualties. A standardized, comprehensive program will be created which ensures all nursing specialties demonstrate competency in combat casualty management throughout military career. A Standard Toolkit will be developed which will allow for developing preceptors and evaluating individual readiness and competency in combat casualty care skills. Additionally the requirement will need the creation of self-paced multi-media web-based learning modules for introduction and sustainment of nursing combat casualty care skills. Further information regarding specific objectives, tasks and deliverables are discussed in the attached draft Performance Work Statement (PWS) Interested firms should submit a Capability Statement that demonstrates the Offeror's ability to perform the scope of work in the Draft PWS. The Capability Statement shall not exceed ten (10) typed pages and all electronic submission may not exceed 10 MB. Additional sheets for cover page, table of contents, tables and charts will not be counted toward page limitation. The Capability Statement specifications are described in the attached Request for Information (RFI) document. This RFI does not constitute an Invitation for Bid or a Request for Proposals, nor should it be considered as a commitment on the part of the Government. The information received WILL NOT obligate the Government in any manner nor will the Government reimburse companies for any costs associated with submittal of this RFI. By submitting information in response to this RFI, respondents consent to the release and dissemination of submitted information to any Government or non-Government entity for information review. As such, to the extent that any information submitted in response to this RFI is marked as, or construed to be proprietary or business-sensitive, respondents are hereby notified (a) about the potential that such information may be disclosed to third parties and (b) that submission of information in response to this RFI constitutes consent to such handling and disclosure of submitted information. The North American Industries Classification System (NAICS) code for this acquisition is 611430. Qualified business firms should submit the Capability Statement in response to this RFI electronically by 3:00 PM Eastern Standard Time (EST) on Friday 07 April 2017. Company Brochures may be provided but are not desired. Marketing material may be provided but is not a sufficient response to the RFI.
