Description
The WFIRST Project, which is managed by the NASA Goddard Space Flight Center, is surveying the market to identify vendors that have the interest and capability to provide all the personnel, services, materials, equipment and facilities necessary to design and develop the Opto-Mechanical Assembly of the Wide Field Instrument (WFI), known as the WOMA, and integrate, align and test the WOMA with Government Furnished Equipment resulting in a flight qualified WFI. The contractor shall also provide the post-delivery support for payload level calibration, the observatory integration and test program, and on-orbit observatory checkout and commissioning. Briefly, WFIRST is a NASA observatory designed to perform Wide Field imaging and surveys of the near infrared sky. WFIRST is a 6 year mission, currently targeted to launch in 2025 and will be in orbit at the Sun-Earth L2 point. The purpose of this Sources Sought Synopsis (Sources Sought) is to survey vendor capabilities to meet the WFIRST mission requirements as described in the draft excerpt of the Statement of Work, which is attached. This request is for information and planning purposes and feasibility of the requirements. Also, NASA is seeking capabilities from all categories of Small Businesses and HBCU/MSIs for the purpose of determining the appropriate level of competition and/or Small Business and HBCU/MSI subcontracting goals for this requirement. This capability statement should indicate the ability to be the Prime Contractor or Subcontractor and perform all aspects of the effort described herein. It is insufficient to provide only general brochures or generic information. Additionally, your responses shall include the following: name, address, and state whether your firm is a Large Business, Small Business; Small Disadvantaged Business; certified 8(a) Small Business (include graduation date); Hubzone Small Business; Woman-Owned Small Business; Veteran-Owned Small Business; Service-Disabled Veteran-Owned Small Business for the NAICS 336414, Guided Missile and Space Vehicle Manufacturing, with a size standard of 1,250 employees. Also, include the following affiliate information, if applicable: parent company, joint venture partners, potential teaming partners, and a summary of the past relevant experience with needs described in the attachment. While our intent may be to team with an industry partner(s), we are not bound by this Sources Sought to do so. This is not a Request for Proposal, nor a Request for Quotation, nor an Invitation to Bid. Therefore, this Sources Sought is not to be construed as a commitment by the Government to enter into a contract nor will the Government pay for information provided in response to this Sources Sought. Interested offerors shall address the requirements of this Sources Sought in a written format, by electronic mail to: Patrick DeWyngaert at patrick.b.dewyngaert@nasa.gov, no later than 5:00 PM ET on Tuesday, March 28, 2017. The email text must give a point-of-contact and provide his/her name, address, telephone/fax numbers, and email address. The information is requested for planning purposes only, subject to FAR Clause 52.215-3, entitled "Solicitation for Information for Planning Purposes." It is not NASA's intent to publicly disclose vendor proprietary information obtained during this Sources Sought. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps.
