- This Pre-Solicitation Notice is provided for INFORMATIONAL PURPOSES ONLY. Location: Tomah VA Medical Center in Tomah, WI. SCOPE OF WORK Phase I: a) Replace the main kitchen/dining hall roof, the mechanical room mezzanine roof, the loading dock roof and the attached lower mechanical roof overhang. b) Provide demotion and removal of roofing material and insulation material. c) Provide disposal of demo material and dumpsters. Provide refuse weight tickets. Provide recycling of materials when required. d) Repair any steel imperfections, perforations and penetrations as discovered. e) Provide cleaning and preparation of concrete deck surface. f) Install new roofing vapor barrier, roofing board foam thickness as per roofing guide to meet ASHRAE 90.1 Zone 6 standards for R-30, mechanically fasten insulation and install Firestone or equal white EPDM rubber roofing material (Approximately 33,000 square feet). g) Seal all plumbing, exhaust and other roof penetrations as required. h) Remove and provide disposal of the unused satellite dish antennae. Pull back and cut cable connection and seal. Provide disposal weight ticket. i) Repair loose roofing access ladders to the mezzanine. Paint all roof access ladders with exterior metal grade black paint. j) Provide and install new equipment servicing walk way paver pads to all roof top mounted ventilation and heating equipment. k) Provide all construction and inspection reports as required. Phase II: Provide and install 10 anti-fall protection anchors points for all sides of the roof and mezzanine. The Period of Performance shall be one hundred sixty (160) calendar days from the Notice to Proceed date. The magnitude of construction project range is between $250,000 and $500,000. NAICS code: 238160 Roofing Construction with a small business size standard of $15 million dollars. Offer Guarantee (Bid Bond) and Performance and Payment Bonds are required. This opportunity is 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB) only as a Firm Fixed Price stand-alone contract. Pursuant to Public Law 109-461, Solicitation VA69D-17-R-0024 will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) Set-aside. In order to be considered for award, the contractor shall be CVE-Verified as an SDVOSB vendor in https://www.vip.vetbiz.gov by the date and time specified for receipt of proposals. No other sources will be considered. All interested parties submitting a bid must be registered in the System for Award Management (SAM) database (www.SAM.gov) at time of bid opening. SAM is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. SAM is used as a means to provide basic business information, socioeconomic status, capabilities and financial information to the Government. There is NO FEE to register, or maintain your registration, in the System for Award Management. This Pre-Solicitation notice is NOT a request for proposals or submittals of any kind. The Department of Veterans Affairs plans to issue the official solicitation on or about April 3, 2017 with the bid opening in early May 2017. The Department of Veterans Affairs intends on processing this solicitation and all amendments via the Federal Business Opportunities website (www.fbo.gov). It is the offerors responsibility to regularly check this website to monitor amendment postings. Vendors may search, monitor and retrieve opportunities for free; vendors may register as an Interested Vendor or select Watch Opportunity to be given notifications for any changes. All questions/inquiries regarding this Pre-Solicitation NOTICE must be submitted to the Contracting Officer, Kristi Kluck via e-mail (Kristi.Kluck3@va.gov), in writing (email is acceptable). NOTE: All questions must reference the RFQ # and Description of the project in the Header or Opening Statement. Solicitation documents will NOT be posted until approximately April 3, 2017.
