Please see the attached document for full details, including terms and conditions, on this solicitation. **** THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A SEPARATE WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF FAR PART 13. This solicitation is a request for quotation. The solicitation document incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95, effective January 13, 2017. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size of 1,000 employees. This acquisition is 100% set-aside for small business. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to forest.crumpler@nist.gov. Questions should be received no later than 5 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of Provision) BACKGROUND INFORMATION The National Institute of Standards and Technology (NIST) Center for Nanoscale Science and Technology (CNST) enables science and industry by providing essential measurement methods, instrumentation, and standards to support all phases of nanotechnology development, from discovery to production. This purchase is necessary to create user facilities for collaborative research within the CNST. This acquisition is for one (1) Tunable OPO and pump laser system. The Contractor shall provide a Firm Fixed Price quotation for the following Contract Line Items (CLIN): (CLIN) Contract Line Item 0001 - a quantity of One (1) Tunable OPO and pump laser system. The system must meet the following minimum characteristics. 1.The pump laser shall be a Nd:YAG Q-switched nanosecond pulsed laser optimized for pumping the OPO where the nominal emission wavelength of the pump laser should be approximately 355 nm. 2.The pump laser shall produce 3 nanosecond to 5 nanosecond pulses at a repetition rate of 10 Hz. 3.The pump laser shall have a beam diameter less than or equal to 10 mm. 4.The pump laser shall have a beam divergence of less than or equal to 0.5 mrad along both axes. 5.The pump laser shall have a beam pointing stability of less than or equal to 50 µrad. 6.The pump laser shall have an energy stability of less than or equal to 1.3% RMS over 8 hours of operation. 7.The pump laser shall have a power drift less than or equal to 5% over 8 hours of operation. 8.The pump laser shall be equipped with the necessary power supplies and cables that are required for its independent operation. 9.The OPO shall be hands-free, computer controlled, nanosecond tunable covering the range from 192 nm to 2750 nm. 10.The OPO tunable range extending from 192 nm to 2750 nm shall be gap-free. 11.The OPO shall produce 3-5 nanosecond pulses at a repetition rate of 10 Hz across the entire tuning range. 12.The OPO peak energy per pulse shall be greater than or equal to 70 mJ in the visible-IR range of the spectrum, typically measured at 425 nm 13.The OPO shall have an output beam diameter of less than or equal to 7 mm. 14.The OPO shall have a beam divergence of less than or equal to 2 mrad along both axes. 15.The OPO shall have an emission linewidth less than or equal to 7 cm-1. 16.The OPO shall have a beam pointing stability less than or equal to 100 μrad. 17.The OPO shall have an energy stability less than or equal to 10% shot-to-shot for 99% of the shots. 18.The system shall provide access to the pump fundamental at 1064 nm, the second harmonic at 532 nm and the third harmonic at 355 nm. 19.The OPO shall be equipped with the necessary software and computer interfaces that are required to perform automated tuning and optimization operations. 20.The system shall be equipped with software drivers allowing control of the system using LabView control software. 21.The system shall have a pulse flash lamp lifetime greater than or equal to 100 million pulses. The vendor shall provide instructions and training for lamp replacement and alignment. 22.The complete system shall have a real-time wavelength measurement system and closed loop tuning capabilities. Training: The contractor shall provide training to the end user for laser operations and maintenance, including routine maintenance and system alignment. The contractor shall demonstrate and provide training for lamp installation and alignment. Training shall be provided as part of installation and demonstration of system (see "installation" below). Delivery: Delivery should be FOB DESTINATION (Gaithersburg, MD). The contractor is responsible for ensuring all associated deliverables are received no later than 12 weeks after award of the contract. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to: National Institute of Standards and Technology (NIST) Building 216 Rm C120 100 Bureau Drive Gaithersburg, MD 20899 Installation: The contractor is responsible for installation and calibration of the system to demonstrate the system's ability to meet the minimum requirements. Installation shall be completed no later than two (2) weeks after delivery of equipment. Express Warranty: The contractor shall offer an industry standard warranty or, at a minimum, warrant the items for a period of at least one year. The warranty must include unlimited telephone/e-mail support for questions regarding operation. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government during the warranty period.
