Description
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Image Access, Inc. The NIST Research Library has a requirement to replace its interlibrary loan and document delivery scanning equipment. The Bookeye 4 book scanner will replace its current Bookeye 2 book scanner that is currently being used. The scanner is one piece of hardware within an existing integrated Software and Hardware system utilized by the Research Library which will be upgraded and include the Image Access Software License and maintenance agreement for the BSCAN ILL software which must be installed on the book scanner then programmed to integrate into the existing BSCAN ILL system at NIST. Based on the information from Image Access, Inc, (Small Business) is the sole distributer of the Bookeye4 with the needed License and Maintenance Agreement for the BSCAN ILL Software (created and not sold by anyone other than Image Access. Delivery shall be FOB Destination, 21 days from receipt of order, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 611699, and the size standard is $11.5 Million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 4:00 p.m. (EST) on March 27, 2017. Inquiries will only be accepted via email to Harry.Brubaker@NIST.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement in the future.
