- The U.S. Fish and Wildlife Service (USFWS), Contracting and General Services in Falls Church, VA intends to award a purchase order to John M. Steiner Enterprises, 1326 2nd Street SE, Jamestown, ND 58401for a qualified photographic interpreter to proof and assess photographic images taken in conjunction with the aerial flock estimates during the annual mid-continent sandhill crane survey. The objective of this work is to provide a visual correction factor for observed flocks of sandhill cranes and produce a population estimate for mid-continent sandhill cranes in support of the U.S. Fish and Wildlife Service harvest regulations. The U.S. Fish and Wildlife Service has been conducting this survey annually since 1992 and uses the data in conjunction with the Central Flyway states to estimate population and regulate harvest of mid-continent sandhill cranes. Accurately counting cranes in 8x10 photos and providing the data for analysis is crucial to the process. John M. Steiner Photography has conducted this process for 28 consecutive years and no one else has his experience conducting aerial survey photo interpretation. He has the necessary biological background, experience and consistency in providing this critical data. Consistency in data is crucial to reduce error and accurately determine the population. This requirement is for a base year with three additional option years. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). All responsible sources may identify their interest and capability for this requirement by responding to this announcement. All proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
