- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk, VA, intends to award a firm fixed price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract under FAR Part 15 Contracting by Negotiation to a single entity. The contract will allow for the issuance of FFP task orders. The purpose of this proposed contracted effort is to procure non-personal contractor services to support the mission and tasks of the U. S. Fleet Cyber Command s Navy Authorizing Official (NAO) Directorate and Divisions. The NAO is responsible for all classified and unclassified collateral and general service (GENSER) operational Navy Information Technology (IT). Under this appointment, the U. S. Fleet Cyber Command (FLTCYBERCOM) has the operational responsibility to maintain an acceptable level of cybersecurity and performance risk to Navy networks and systems across Top Secret, Secret, and Unclassified security enclaves, throughout their life cycle, afloat and ashore. The NAO executes Department Of Defense (DoD) Information Assurance Certification and Accreditation Process (DIACAP) Certification and Accreditation (C and A) functions and Risk Management Framework (RMF) Assessment and Authorization (A and A) functions. The DoD has mandated a wholesale process change from DIACAP to using the National Institute of Standards and Technology s (NIST) Risk Management Framework (RMF). The NAO Directorate and its Divisions execute their assigned responsibilities under both DIACAP and RMF policies. The eventual contract, if awarded, will contain firm-fixed price provisions for labor and cost-reimbursable travel. Task orders will be individually funded and specify the task, labor categories, deliverables and travel requirements. Task orders written and issued will be firm-fixed price. FLTCYBERCOM NAO is in need of a technically competent contractor to support the DIACAP C and A and RMF A and A requirements of Navy Echelon I and II Commands, Program Management Offices (PMO) and other Navy stakeholders, including newly-assigned Functional AO (FAO) offices at four Navy systems commands for their respective platform IT-control systems (PIT-CS). This support includes managing DIACAP collaborations, RMF formal and informal checkpoints, technical document review, full transition from DIACAP to RMF, and provision of technical and administrative guidance to site/system personnel. This requirement is currently being satisfied by TETRAD DIGITAL INTEGRITY (TDI) under contract N00189-14-D-0001, awarded on 27 January 2014. The North American Industry Classification System (NAICS) code for this acquisition is 541519, Other Computer Services, with a Small Business size standard of $27.5M. After analyzing submittals received in response to a Sources Sought Notice posted on 16 November 2016 (N0018917RCAAA), the prospective Request for Proposal (RFP) will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The resulting contract, if awarded, will consist of a five-year ordering period and FAR clause 52.217-8 Option to Extend Services . Options will be evaluated in accordance with FAR 17.206(a). Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will NOT issue hard copy solicitations. By submitting a proposal, the offeror is self-certifying that neither the submitter nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
