Solicitation Number: W911QX-17-T-0099-0001 5. Set-Aside Code: N/A 6. Response Date: Five (5) Days After Posting 7. Place of Delivery/Performance: U.S. Army Research Laboratory Army Research Laboratory 2800 Powder Mill Road Adelphi, MD 20783-1145 *The purpose of Amendment 0002 to W911QX-17-T-0099 is to extend the solicitation response date. This extension is to ensure the solicitation remains open to allow Offerors/Bidders the opportunity to attend a site visit and provide an accurate response to the solicitation. Offerors/Bidders are urged to attend a site visit on Wednesday, 22 March 2017 at 10:00am EST to satisfy themselves regarding all general and local conditions that may affect the cost of performance. While attendance is not mandatory, it is strongly encouraged. If interested in attending, contact Lindsay Sayers at lindsay.n.sayers.ctr@mail.mil AND Crystal Demby crystal.l.demby.civ@mail.mil no later than 10:00am EST on Monday, 20 March 2017. Interested Offerors/Bidders who plan to attend should not bring any more than two (2) additional persons on site. If attending, please provide the following information for each person requiring entry to the Army Research Laboratory (ARL): (1) name of the attendee; (2) a statement of the attendee's United States citizenship; and (3) if the attendee has previously been issued an ARL visitor's badge. Persons who have not provided this information by 10:00am EST on Monday, 20 March 2017, will not be allowed entry. ONLY ONE (1) SITE VISIT WILL BE OFFERED. 8. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is W911QX-17-T-0099. This acquisition is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, Effective 19 Jan 2017. (iv) The associated NAICS code is 337214. The small business size standard is 1,000 Employees. (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 The Contractor shall provide and install qty. thirteen (13) workstations with additional conference seating in a pre-existing area located in the Zahl Building 207, Room 4D-55 at the Army Research Laboratory (ARL), in accordance with the Salient Characteristics, QTY One (1) Job. (vi) Description of requirements: Please see the Salient Characteristics, in accordance with Sections C.1 through C.3.3, below. Salient Characteristics C.1 OBJECTIVE C.1.1 The Contractor shall design and install thirteen (13) workstations to include conference seating in a pre-existing area located in the Zahl Building 207, Room 4D-55 at the Army Research Laboratory (ARL), 2800 Powder Mill Road, Adelphi, MD 20783 based on the Government's minimum requirements as stated in sections C.2 and C.3. C.2 REQUIREMENTS The Government requires quantity (qty.) thirteen (13) workstations to be used in one (1) pre-existing area of a Government office building. Workstations one (1) through six (6), will be grouped adjacently and shall be placed on one side of Room 4D-55; five (5) other workstations (Workstations seven (7) through eleven (11)), will be grouped as a cluster and shall be placed on the opposite side of Room 4D-55. The remaining two (2) workstations shall be placed in a separate area of Room 4D-55. The Contractor shall ensure that each workstation meets the following minimum requirements: C.2.1 PANELS C.2.1.1 The Contractor shall provide fabric-covered panels to make up the walls of each workstation. Workstations one (1) through six (6) shall have each of the following amount of panels and respective specifications regarding measurements: •Five (5) panels, 36" width (w) by 50" height (h) •Two (2) panels, 24"w by 50"h •One (1) panel, 30"w by 50"h •One (1) panel, 48"w by 65"h Workstations seven (7) through eleven (11) shall have each of the following amount of panels and respective specification regarding measurements: •One (1) panel, 24"w by 50"h •One (1) panel, 30"w by 50"h •Three (3) panels, 36"w by 50"h •One (1) panel, 48"w by 65"h None of the aforementioned panels shall have a diameter of more than three (3) inches. C.2.1.2 The Contractor shall provide leveling glides for the panels. The leveling glides shall have no more than a three (3) inch height adjustment. C.2.1.3 Each panel shall have cable raceways with an area of two and five-eighths inches (2 5/8"). These raceways shall have the capability to encase large volumes of data and electrical cabling on the side of the panels. Each raceway shall be made of steel and placed horizontally on the panels, with vertical cable and electrical routing capacity. C.2.2 SLIDING WORKSTATION DOOR PANELS C.2.2.1 The Contractor shall provide six (6) sliding workstation door panels with frosted translucent inserts for Workstations one (1) through six (6). These sliding workstation panels shall be 65 inches in height by 42 inches in width. C.2.2.2 Each sliding workstation door panel shall have two (2) rolling casters attached to the bottom of the frame for the purpose of enclosing its respective workstation, as necessary. C.2.3 PANEL-MOUNTED FRAMELESS GLASS STACKERS C.2.3.1 The Contractor shall provide frameless frosted glass insert stackers to be integrated into the tops of each base panel to frame the trim for Workstations one (1) through eleven (11). The frosted glass stackers shall measure 42 inches in width by 15 inches in height, and be no more than three-eights inches (3/8") thick. C.2.4 OVERHEAD STORAGE COMPARTMENTS C.2.4.1 The Contractor shall provide eleven (11) steel cabinet overhead storage compartments for workstations one (1) through eleven (11) measuring 15 inches in height by 48 inches in width with a depth (d) of 14.5 inches. C.2.4.2 Each of the overhead storage compartments shall be mounted to a panel measuring 48 inches in width by 65 inches in height, in accordance to C.2.1.1. C.2.4.3 Each of the compartments shall include a backstop, an easy-assist door, and a self-engaging safety latch to secure the cabinet to each of the panel. Each compartment will have the capability of locking with keys provided by the Contractor. C.2.4.4 The Contractor shall provide light-emitting diode (LED) task lights to be placed underneath each of the overhead storage compartments with each task light measuring 31 inches in length. C.2.5 TASK SEATING CHAIRS C.2.5.1 The Contractor shall provide eleven (11) task seating chairs for workstations one (1) through eleven (11). Each task chair shall have a titanium-finished frame with a mesh back, black dual-wheel hard casters, upholstered seats, adjustable arms, and ergonomic support. Each chair shall be able to tilt, lock, and recline with tension, and be capable of pneumatic adjustment with multi-surface casters. C.2.6 WORKSTATION DESKS C.2.6.1 The Contractor shall provide thirteen (13) work station desktops in total (eleven (11) for work stations one (1) through eleven (11) and an additional two (2) to be placed in a separate area of Room 4D-55). The desktops shall measure 72 inches in width by 30 inches in length with a 24 inch by 48 inch return. The surface of each desktop shall have a 3mm flat edge woodgrain laminate top and the legs of each desktop shall be a platinum metallic color. C.2.6.2 The Contractor shall provide thirteen (13) mobile box file pedestals (eleven (11) for work stations one (1) through eleven (11) and an additional two (2) to be placed in a separate area of Room 4D-55) in a platinum metallic color, with each measuring 24 inches in width by 48 inches in height by 24 inches in depth. C.2.6.3 The Contractor shall provide eleven (11) under return lateral file cabinets for work stations one (1) through eleven (11) in a platinum metallic color, with each measuring 30 inches in width by 28 inches in height by 18 inches in depth. C.2.6.3 The Contractor shall provide eleven (11) storage and wardrobe cabinets for work stations one (1) through eleven (11) in a platinum metallic color, with each measuring a standard 48.5 inches in height. C.2.6 CONFERENCE SEATING In a separate area of Room 4D-55, the Government requires the following minimum requirements: C.2.6.1 The Contractor shall provide five (5) conference seating chairs with black dual-wheel hard casters, low back, upholstered mesh seats, fixed arms, and a pivot back to be placed around a round conference table, provided by the Contractor, and referenced in C.2.6.2. C.2.6.2 The Contractor shall provide one (1) round table with a 3mm flat edge woodgrain laminate top capable of sitting five (5) conference seating chairs, in accordance with C.2.6.1. C.2.6.3 The Contractor shall provide one (1) conference table, rectangular in shape, measuring 24 inches in width by 60 inches in length. The table shall have a 3mm flat edge woodgrain laminate top and the legs of the conference table shall be a platinum metallic color. C.2.7 ADJUSTABLE HEIGHT MECHANISMS The Contractor shall provide thirteen (13) adjustable height mechanisms for each of the required thirteen (13) workstations. These adjustable height mechanisms shall allow users to stand at a comfortable level while working at respective computer display setups, as necessary. C.3 DELIVERY / INSTALLATION / FACILITY ACCESS C.3.1 The Contractor shall furnish all labor, tools and supplies to perform successful installation of the thirteen (13) workstations as well as all requirements specified in section C.2 of this PWS at the Army Research Laboratory located in Adelphi MD between the hours of 0800 and 1630, Monday through Friday, excluding Federal holidays. C.3.2 Contractor employees and all associated sub-contractor employees shall comply with applicable installation, facility and area commander installation/facility access, and local security policies and procedures (provided by the Technical Point of Contact (TPOC) as Government Furnished Information (GFI) at contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable) such as wearing of ID Badges, etc. The Contractor shall also provide all information locally required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by the TPOC based on Department of Defense (DOD), Headquarters, Department of the Army (HQDA), and/or local policy. In addition to the changes otherwise authorized by the changes clause of the contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the TPOC may require changes in Contractor security matters or processes. During FPCON Charlie and Delta and other required postures such a Lockdown, Shelter In Place (SIP) or Evacuation, Contractor employees will resume work as soon as possible after the FPCON has been lowered or the posture returned to normal operations. This pertains to real situations and exercises. C.3.3 Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05/AR 190-13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations. (vii) Delivery is required by eight weeks ARO. Delivery shall be made to U.S. Army Research Laboratory, Adelphi, MD. Acceptance shall be performed at U.S. Army Research Laboratory, Adelphi, MD. The FOB point is U.S. Army Research Laboratory, Adelphi, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None. (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: Lowest Price Technically Acceptable (LPTA) (x) Offerors shall include a completed copy of the provision at FAR 52.212-3 (with its Alternate I), Offeror Representations with its offer.
