- Project 1: KC-46A ADAL Bldg. for AGE/Fuselage Training (MILCON) This project is for the conversion of the existing Corrosion Control Hangar (Building 4822) into the Fuselage Trainer (FUT) and Aerospace Ground Equipment (AGE) repair shop. The interior of the building will be altered by installation of all necessary walls and utilities. The hangar door opening will be enclosed and roll up doors will be installed for FUT and AGE access. A covered outdoor storage area for FUT pallets will be constructed, to include the associated concrete pavement required for vehicle circulation. This project is approximately 18,000 SF of renovation and approximately 10,000 SF of new construction. Project 2: KC-46A ADAL Squadron Operations Facilities (MILCON) This project is for the renovation of the existing Squadron Operations/Simulator Facility (Building 4916) and for an addition to the Operations Training Facility (Building 4906) to accommodate new KC-46A equipment. This project will include upgrading training areas in Building 4916 to accept the new KC-46A Weapons System Trainer (WST), Boom Operator Trainer (BOT), and Pilot Part Task Trainer (PPTT). This project also includes the construction of an addition to Building 4906 for climate controlled storage for Aircrew Flight Equipment (AFE). This project is approximately 5,000 SF of renovation and approximately 1,800 SF of new construction. Project 3: KC-46A ADAL Maintenance Facility (FSRM) This project is for the renovation of the existing Aircraft Maintenance Facility (Building 4908) to accommodate maintenance functions for the incoming KC-46A airframe. This project will include a new composite shop and associated administrative space. Repair of the building roof also will be included in this project. This project is approximately 16,000 SF. Project 4: KC-46A ADAL Supply Areas (Design-Bid-Build FSRM) This project is for the renovation of Building 4810 for secure storage area for the KC-46 airframe support equipment. This project will include the installation of wire partitions, upgrade of lighting in the warehouse area, cleaning of the epoxy floor in the warehouse area. This project is approximately 8,000 SF. The Base Proposal will consists of all work associated with the four (4) projects described above. The solicitation also will contain several Options. The Options will include items such as non-MILCON funded equipment (i.e., compressed air system, walk in oven, walk in freezer, etc.). The furniture package; including standard systems furniture, freestanding furniture, and demountable partitions walls; will be funded, procured, and installed separately from the construction contract. However, the construction contractor will be responsible for the final IT and electrical connections. Contract duration is estimated at 540 days. TYPE OF CONTRACT AND NAICS: The RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. Type Of Set-Aside: This acquisition will be a Woman Owned Small Business (WOSB) competitive procurement. Size Limitation $36.5M. SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Proposals will be evaluated using a staggered method in which the Past Performance and Management Plan proposals will be submitted prior to completion of the facility design, with Price and Pro Forma proposals being submitted after the final design is issued via an amendment. All evaluation factors, other than cost or price, when combined, are approximately equal to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000 in accordance with DFARS 236.204. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 17 April 2017 and approximate closing date is on or about 17 May 2017. It is anticipated that the request for price proposal will be issued on or about 7 July 2017. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. SITE VISIT: It is anticipated that the site visit will be held the last week of April 2017. Details regarding the site visit will be issued with the solicitation. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
