- The U.S. Army Corps of Engineers, New England District is issuing a Sources Sought Announcement for a construction project to Replace Two Septic Systems, Training Area 9A, South Post, USAG Fort Devens, MA. This announcement is to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned, Women-Owned Small Business and Small Business concerns as described below. The NAICS code for this procurement is 238910. The project is planned to be issued on or about June 2017. The construction is expected to take approximately one month. The estimated construction cost is between $100,000 and $250,000. The project consists of: • Removal and disposal of two existing septic systems. The systems are in the same general location. Each has a distribution box and piping, and five 50-foot long stone and pipe leaching trenches. The existing 3,000 gallon septic tanks will remain in place and be tied into the new septic systems. • Installation of two new septic systems. Each will have a new stone and pipe leaching field of 6,700 square feet, a distribution box and riser, and associated distribution piping. The new septic systems will be hooked up to an existing pump chamber with new force main and be fully operational at the completion of construction. • Associated clearing and grubbing • Onsite burial of existing septic system stone and surrounding soil. • Construction and materials shall be compliant with 310 CMR 15.000, Title 5 of the State Environmental Code. Installation must be performed by a licensed Disposal System Installer in accordance with 310 CMR 15.002 and 15.019. Proof of this license is required. Please provide a minimum of two and maximum of five examples of projects substantially completed within the last five years in which you have demonstrated the following construction capability and identify your role in the project(s): • Experience with installation of septic systems in accordance with 310 CMR 15.000, Title 5 of the State Environmental Code. • Experience as the General Contractor on a construction contract of this size. Indicate the scope of the effort, the contract amount for which your firm was responsible, and the construction start and completion dates. • Experience managing and scheduling subcontractors. Indicate the scope of the effort, the subcontract work involved and the contract amount for which your firm was responsible. Interested firms should submit a capabilities package to include the following: proof of licensure as a Disposal System Installer in accordance with 310 CMR 15.002 and 15.019, business classification (i.e. HUBZone, etc.), as well as qualifications and specific examples of past experience in performing the work requirements stated above. The package must show project examples of all of the experience/expertise listed above. However, the experience does not have to be demonstrated on one single project. Please include a Point of Contact and phone number for each project example who may be contacted for further information on contractor's effort and performance. Please indicate the team of subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Responses are due by Friday, April 7, 2017. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Stephen Jones. Responses are limited to twenty pages. Firms interested shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
