- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-17-R-4000. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-95 and DFARS Publication Notice 2011222. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 483114 and the Small Business Standard is 500. The proposed contract is 100% set aside for small business concerns. The Small Business Office concurs with the set-aside decision. All questions shall be submitted via e-mail to Robert.dunn@navy.mil by 1000 hours HST on 31 March 2017. All questions and answers will be submitted via an amendment to the original solicitation. All responsible sources may submit a quote which shall be considered by the agency. Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of price and technically acceptable offer and a satisfactory past performance rating as shown in PPIRS-RC. No past performance will be rated as neutral and be considered acceptable. The Contracting Officer will rank offerors from lowest to highest price, and review the technical quotes of the three lowest priced offers, if those offers are rated technically acceptable, then award will be made without further evaluating technical quotes of other offers. The award will be made to the lowest priced technically acceptable offer. To be rated acceptable, the contractor must take no exceptions to the PWS, and provide a technical narrative (no more than 10 pages) in sufficient detail describing how it will successfully accomplish the below requirements as more fully described in attached PWS: 1.Provide the make and model of the vessel and confirm a current U.S. coast Guard inspection certification, with full compliance to applicable Federal, State of California and local government regulations and requirements for vessels of this type. 2.Confirm the vessel ™s capacity to sustain a cruise speed of at least 15 knots with a minimum passenger capacity of 49 with the capability to accommodate one piece of carry-on baggage per person. 3.Confirm the vessel has full communication and navigational capability, and the ability to conduct two-way communication with US Navy vessels. 4.Provide a minimum 12 foot personnel gangway with railing to enable passenger to transfer to/from the contractor ™s vessel. 5.Provide an onboard hydraulic crane with the capacity to deliver 10 pallets (each 40 inches wide, 48 inches long, and 36 inches high) onto the deck of a U.S. Navy vessel. 6.Describe how the schedule outlined in the PWS will be met to include a contingency plan to ensure the required schedule is maintained. An acceptable rating is the Quote clearly meets the minimum requirements of the solicitation, and an unacceptable rating is the quote does not clearly meet the minimum requirements of the solicitation. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms.
