- The purpose of this contract is to increase electricity availability and access in Southern Africa, including through facilitating increased megawatts and connections. This will be done by removing barriers to private sector transactions and strengthening the enabling environment for public and private sector investment in the power sector. Wherever possible, enabling environment issues will be addressed and will focus on those issues that impact the entire value chain. This will involve supporting the development and implementation of integrated resource planning and regulatory and policy reforms, improving the investment climate, building the capacity of host government institutions, strengthening utilities, reducing their losses, expanding and strengthening transmission and distribution infrastructure, and expanding cross-border electricity trade.
