Description
Request for Information: 1. General. This is a REQUEST FOR INFORMATION from all small business firms and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. 2. Project Description. The U.S. Army Corps of Engineers, Portland District, has been tasked to solicit a contract for the Oaks Bottom Ecosystem Restoration project located in Portland, Oregon. Oaks Bottom offers a unique opportunity for a large, natural, tidally influenced floodplain and wetland area to be restored in the heart of the city. The Oaks Bottom Wildlife Refuge is a 160-acre park with diverse habitats including an extensive floodplain located along the east bank of the Lower Willamette River at approximately River Mile 16 in southeast Portland, Oregon. The project area is within the 100-year floodplain of the Willamette River, which is within the tidal zone of the Columbia River. The Willamette River merges with the Columbia River approximately 16 miles downstream of the project site. Daily freshwater tidal fluctuations typically range up to 2.5 feet in the project area. The purpose of the proposed action is to restore a more natural tidal hydrologic connection between Oaks Bottom and the Lower Willamette River, improve diverse fish and wildlife habitats, reduce non-native species populations, and provide unhindered fish passage into and out of Oaks Bottom. The following tasks will be completed as part of the construction contract: • Replacement of the culvert under the railroad berm with a 16-foot by 10-foot culvert, • Removal of the water control structure, • Excavation of tidal slough channels to connect to the reservoir and southern ponds, • Removal of invasive species, • Revegetation with riparian and wetland species along the channels and around the perimeter of the reservoir and southern ponds, and • Placement of two viewing platforms adjacent to the Springwater Trail. Construction activities are anticipated to occur between June 2018 and December 2018. The estimated Magnitude of Construction for this project is between $1,000,000 and $5,000,000. 3. Request for Information. For this project, the Government is interested in surveying the small businesses to determine the industry's capability to perform stream channel restoration* work involving the installation of multiple open bottom culverts. *Stream channel restoration work refers to all operations that alter the existing stream channel to provide a stream channel that reflects the natural stream channel. Examples include but are not limited to adding sinuosity to a straight section of stream or river, cuts or fills within stream bankfull to provide flood plain access or prevent erosion, or the placement of woody debris to provide for aquatic organism habitat. Specifically, small business interested parties are requested to provide project information detailing their company's experience completing the following: • Projects that involved stream channel restoration work for continuous stream channel sections at least 1500 feet in length when measured along the thalweg, or the line of lowest elevation within the watercourse. • Mobilizing and demobilizing to and from remote locations utilizing only marine access. • Completing projects in which multiple open bottom culverts placed in precast footings were installed. The open bottom culverts required to be placed in this project are at least 14 feet in length. • Completing projects within close proximity of high voltage power lines Responses to this Request for Information must be submitted electronically (via email) SUBJECT: W9127N-17-R-0043 Oaks Bottom Ecosystem Restoration. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested firms must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
