Description
Map Swan Lake Trail Boardwalk Replacement, Republic Ranger District, Ferry County, Washington State. The Colville National Forest located in North Eastern Washington State has a requirement for removing and replacing wood trail boardwalks at 2 wet areas located at MP 0.73 and MP0.96 on FS Kettle Crest Trail #14 which begins at Swan Lake Campground. The Contractor shall mobilize all necessary contractor equipment and materials to the project site to remove the treated timbers and fasteners of one puncheon structure and supply and install two new structures. Work includes removing 1 existing 70-ft trail puncheon, installing 1 new 70-ft trail puncheon structure, and installing 1 new 70-ft helical pile boardwalk structure. The improvements at the MP0.73 site consist of, but are not limited to, installation of helical piles, yellow cedar pile caps, longitudinal members, decking, curbs, and constructing trail approaches. The improvements at the MP0.96 site consist of but are not limited to demolishing and scattering of disassembled non-treated wood trail puncheon materials on site, removal and disposal of all existing treated timber and fasteners offsite, installation of yellow cedar sills, longitudinal members, decking, curbs, and constructing trail approaches. The trail sites may be accessed via boat or the Swan Lake Trail #14. Boat access is permitted for transport of materials and supplies but subject to loon timing window of to be determined. Mechanized equipment up to 48-inches wide is permitted on the 18-inch wide trail as long as trail is restored to preexisting conditions upon completion of project Work in and around MP0.73 Site below ordinary high water mark shall meet the requirements of the Memorandum of Understanding between the Forest Service and the WA State Dept. of Fish and Wildlife included in the contract. The in-stream work window is July 1 to September 30. The Contractor shall furnish all management, labor equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the drawing and specifications of the contract. To get to site, reference the site maps located in the solicitation. The work is estimated to start approximately around July 5, 2017 and the work must be completed by September 30, 2017. No transport of materials via boat or trail will be permitted over weekends from 12 pm Friday to 6 pm Sunday (6 pm Monday on Labor Day). The project is estimated between $25,000 and $100,000. The awarded Contractor will have to provide a payment bond. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably prices. Where available, these products would first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). This project will be advertised as a written request for quotes. The Simplified Acquisition Procedures will be used. Award will be a fixed price construction contract. Estimated issue date of the solicitation is estimated to be the week of April 10th or 17th. The actual due date of proposals will be listed in the solicitation. The solicitation will be posted on this site. An optional Pre-Bid Tour is currently scheduled for May 4, 2017 at the Swan Lake Campground to visit the sites and access options. The actual date of the pre-bid tour will be in the solicitation. This acquisition is 100% set-aside for small business concerns. NAICS code is 237990, size standard is $36.5 million. All responsible sources may submit a quote which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date.
