- SOURCES SOUGHT: This is a SOURCES SOUGHT NOTICE. The Department of the Interior (DOI), U.S. Geological Survey (USGS), is conducting a MARKET SURVEY to determine the interest and capability of any firm eligible to compete under NAICS code 511210 with a Small Business Size Standard of no more than $38.5 Million in annual receipts for an upcoming requirement for the USGS ¿ Central Mineral and Environmental Resources Science Center (CMERSC) located in Denver, CO for ENVI Software Maintenance and Technical Support in accordance with the statement of need and technical specifications listed below. THIS IS NOT A SOLICITATION. ALL COST ASSOCIATED WITH PROVIDING INFORMATION AS REQUESTED BY THIS SOURCES SOUGHT NOTICE SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR. Submission is voluntary. ENVI/IDL Software Maintenance Statement of Need Updates and technical support shall be required for the Environment for Visualizing Images (ENVI) remote sensing software package and associated IDL interpreter to efficiently analyze the various remotely sensed data acquired by the Mineral Resources teams. This software is the only commercially available package with the extensive spectral, statistical, classification, display, plotting, knowledge-base, and analysis routines capable of handling our broad-band to hyperspectral datasets. Presently, UNIX, Linux, and Windows versions of this software are used. Technical Specifications ENVI and IDL Maintenance and Technical Support shall include the following: oSoftware updates that run on Windows, UNIX, and Linux oTechnical support to help resolve routine operational problems ENVI Software/Updates shall include the following: oOperating capabilities with and process standard broad band (Landsat TM) to hyperspectral (NASA- JPL AVIRIS) remotely sensed data. oGUI interface for the majority of operations oImport capabilities for standard ENVI 3.4 and above format files oOutput standard ENVI 3.5 and above format files o8 and 24-bit color oMultiple image displays with cursor coordinate readout (pixel, map, and data values), scroll, and zoom, and masking oDisplay bands from spectral plots oUnlimited image size oUnlimited linked windows and dynamic overlays oUnlimited number of images oVector overlays and GIS capabilities oInteractive histogram functions including: density and gray-level slicing, file to file contrast stretching, Gaussian stretching, histogram equalization, histogram matching, linear-piecewise linear-and-square root stretches, lookup tables (LUTs), edit tables, import/export ASCII LUTs, user defined LUTs oVector processing abilities oMapping functions including annotation, image insets, coordinate conversion, contouring, convert map projection, standard ellipses and datum, image burn in, image overlay plane, interactive plot rotation and scaling, image mosaicing (within the GUI) oHave a comprehensive spectral image processing package which includes the functions: continuum removal, endmember analysis, integrated spectral viewing and analysis, linear spectral unmixing, least squares fit, match filtering, mixture tuned matched filtering, n-dimensional scatter plotting, pixel editing, pixel purity index, single spectrum continuum removal, spectral angle mapper, spectral feature fitting, spectral libraries and routines to build and view additional libraries, spectral math routines, spectra plotting routines including stacked plots, X, Y, Z, and arbitrary profiles, Z profile boxcar average. oHave a comprehensive statistical package which includes the functions: average, minimum, maximum, standard deviation, band (minimum and maximum, means, standard deviation, Eigen values, Eigen vectors, covariance, and correlation matrices, band histograms), Boolean operators, relational operators, report to screen or file, series and scalar math, skip samples, trigonometric functions, type conversion functions. oHave a comprehensive Region of Interest (ROI) and classification package which includes the functions: accuracy assessment, binary encoding, class color mapping, class statistics, clump-sieve-combine-and-overlay, confusion matrix, endmember collection, image threshold to ROI, interactive easy to use ROI selection (polygons, polylines, pixels, multiple ROIs, ROI save and restore), merge ROIs, raster to vector conversion, ROI definition with 2D scatter plot or n-dimensional visualizer, ROI region growing, ROI statistics, Rule classifier, spectral angle mapper, supervised classification (parallelpiped, mahalanobis distance, minimum distance, maximum likelihood), unsupervised classifications (K-means, isodata) oBatch operation and scripting capability oAt a minimum, output formats that include: ARC/INFO images (.bil), ArcView Shapefiles, BMP, direct output to printer, DXF, ERDAS (.lan), ERMAPPER, GEOTIFF, GIF, PCI (.pix), PICT, Postscript, RGB files, SRF, TIFF, XWD IDL shall include the following: oIDL 7.4 and above compatible source and runtime environment oFull developer ¿s license to create and run custom programs within the IDL environment. Functional Specifications oENVI remote sensing processing: UNIX/ (SUN and HP) input and output files shall be directly and fully readable by ENVI on Windows versions XP and above. oIDL runtime: full interpretive execution of IDL 5.4 and above source code. oIDL, ENVI, and custom IDL based programs shall be able to run on Solaris, HPUX, and Windows computers in any combination up to the licensed user limit. A scope of work shall be provided with any solicitation that may be issued. The Government is not required to issue a solicitation. Responses to this announcement are requested from (1) SBA certified Small Business HubZone firms; (2) Small Business firms certified by a Small Business Administration (SBA) district or regional office for participation in the 8(a) program; (3) Service-Disabled Veteran-Owned small business firms; and (4) Small Businesses. In response to this announcement, please indicate your firm's socioeconomic status (e.g. small business, service-disabled veteran-owned, women owned, HUBZone, etc.) This information will assist the Government in determining how small businesses can fit into the acquisition strategy. A firm is considered small under NAICS code 511210 if their AVERAGE annual receipts for the preceding three (3) years were less than or equal to $38.5 million. Any information submitted is voluntary. If sufficient interest and capability is not received from firms in categories (1) through (4) above, any solicitation may be issued as unrestricted without further consideration. Interested small business firms shall submit (1) NAME, ADDRESS, and PHONE NUMBER OF THE FIRM (including DUNS NUMBER); (2) a CAPABILITY STATEMENT including (a) RECENT (within the last three fiscal years) RELEVANT (similar projects to this requirement) performance history (identify the name of the owner and their point(s) of contact with telephone and fax numbers, email addresses; and (b) in what capacity (e.g., prime, subcontractor, etc.) they performed the work; and (3) their SIZE STATUS. Your company must have a DUNs number and be registered in System for Award Management (SAM) https://www.sam.gov. You will also be required to provide you small business status information either via the RFP or the On-line Representations and Certifications (ORCA) website before an award can be made. Your on-line ORCA registration will cover any/all of your offers to the Federal Government, and only needs updated annually. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions.
