INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION. The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Thermo Electron North America LLC to provide maintenance services on the Orbitrap instrument located in the NHLBI Division of Intramural Research (DIR) in accordance with the following information. BACKGROUND The mission of the Proteomics Core at the National Heart, Lung, and Blood Institute is to support proteomic endeavors relevant to cardiovascular diseases undertaken by NHLBI investigators in the Division of Intramural Research. The Core maintains state-of-the-art mass spectrometers and HPLC systems, provides LC/MS-based sample analyses, and trains scientists in sample preparation, instrument use, and data analysis. The three Orbitrap mass spectrometers in the lab are a critical component in carrying out the Core's mission. With their high resolution, high mass accuracy, and fast scanning rate, the Orbitrap systems are a major workhorse for high-throughput protein identification, post-translational modification characterization, and quantitative proteomics using SILAC and TMT. They are heavily used by DIR investigators and trainees in pursuit of proteomics research projects. PURPOSE A service contract to provide not only timely maintenance but also speedy repair, thus maximizing uptime and productivity and ensuring uninterrupted services to the users. Instrument: Serial no: SN03071B Description: ORBITRAP VELOS ELITE The Contractor shall confirm or demonstrate the operations of the equipment according to the performance specifications. Service shall include the following: Essential Support Plan Features: ~ Unlimited number of on-site service visits with a maximum 72-hour response time ~ Engineer labor and travel is included ~ Priority status for technical support inquiries ~ Thermo Scientific supplied personal computers are covered (computers attached to the instrument) ~ Factory-certified replacement parts included ~ Software updates and notifications ~ Subscription to e-Support Online Technical Resources PERIOD OF PERFORMANCE The period of performance will be April 1, 2017 through March 31, 2018. JUSTIFICATION Only Thermo Electron North America LLC has the proprietary knowledge and trained service personnel to provide service for this mass spectrometer. In addition only Thermo Electron North America LLC can modify the proprietary software that runs the mass spectrometer. We know of no other company that can provide service and repair for these mass spectrometers. We therefore request that this maintenance contract is purchased as a sole source order. REGULATORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b), Soliciting from a single source (for purchases not exceeding the simplified acquisition threshold), and only one responsible source and no other supplies or services will satisfy agency requirements. ADDITIONAL INFORMATION The North American Industry Classification System (NAICS) Code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, and the Small Business Size Standard is $20.5M. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, therefore the requirements of FAR Part 6, Competitive Requirements, are not applicable and the resultant award will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-95 (January 19, 2017). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by March 23th, 2017 at 9:00am EST and must reference synopsis number HHS-NIH-NHLBI-CSB-2017-093-CM.
