SOLICITATION: W90GWR-7047-1200 AGENCY/OFFICE: Utah National Guard/USPFO LOCATION: North Dakota Army National Guard, 4417 HWY-20 Devils Lake, ND 58301 SUBJECT: UTARNG rental of training mannequins RESPONSE DUE DATE: 17:00 PM MST 3, April 2017 CONTRACTING POC: William (Billy) T. Brown III Email: William.t.brown68.civ@mail.mil Phone: 8014324273 DESCRIPTION Combined synopsis/solicitation W90GWR-7047-1200 is being issued for Request for Quotation. Northern America Industry Classification System Code (NAICS) is 532310, General Rental Centers. The Utah National Guard has a requirement that will be filled under this combined synopsis/solicitation. This award should be able to be filled by a single vendor. This requirement calls for rental of thirty (30) mannequins total with various sizes and weights. These will be used to simulate the wide range of possible victims in a real world situation. Below are the description and requested amount of each mannequin: a. 175lbs, 6'1" male will be used to simulate an adult male body (5 each) b. 165lbs, 6'1" male will be used to simulate an adult male body (5 each) c. 145lbs, 6'1" male will be used to simulate an adult male or female body (7 each) d. 105lbs, 5'5" male will be used to simulate an adolescent male or female body (7 each) e. 38lbs, 4'0" female will be used to simulate a child's body (3 each) f. 6lbs, 26" infant will be used to simulate an infant's body (3 each) The mannequins will be durable, dense, flexible, life-like vinyl, rugged, and waterproof. The mannequins will feature articulated joints and have weight distribution according to human weight and height distribution. This requirement will not require role players (trainers), only mannequins. Evaluations Factors: The contract type for this procurement will be a firm-fixed price and award shall be made on the basis of Lowest Price Technically Acceptable (LPTA). An LPTA quote is one that is the lowest price while meeting the technical requirements of the Government. A lowest quote may not be the successful quote if it does not meet technical requirements (i.e. the Government still reserves the option to award to other than lowest quote if the lowest quote does not meet technical acceptability). Vendors must be able to deliver mannequins NLT 5 June 2017 to meet technical acceptability. Please include pricing line items for shipping of mannequins or picking up and dropping off of mannequins (if available). All firms or individuals responding must meet all standards required to conduct business with the Government, including registration with SAM and WAWF/iRAPT, and be in good standing. All qualified responses will be considered by the Government. In addition to providing pricing each quote must include vendor's CAGE/DUNS number, Federal Tax Number, and must include point of contact information. Please provide your quote submission to the United States Property and Fiscal Office Purchasing and Contracting Division no later than 17:00 pm (Mountain) 3 April, 2017. Responses received after the stated deadline will be considered non-responsive and will not be considered.
