- PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issues. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. No partial quotes will be considered. No partial award will be made. The solicitations number is DJF-17-0700-PR-0005620 and is issued as a request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instruments Manufacturing, with a small business size standard of 500 employees. The resultant contract will be a Firm-Fixed Price (FFP) contract. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-95. This requirement will be awarded as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. Technical Requirements: The Federal Bureau Investigation (FBI, Laboratory Division (LD), Trace Evidence Unit (TEU) has a requirement for a UV 213 nm laser ablation component for a Laser Ablation-Inductively Coupled Plasma-Mass Spectrometer system (LA-ICP-MS) for the analysis of glass to support casework in the Minerology Group of the TEU. For the ICP-MS system, see requisition number DJF-17-0700-PR-0005599 posted on FedBizOpps as of 17 March, 2017. The 213 nm LA system purchased must be capable of being connected to an ICP-MS such that ablated material is swept into the ICP-MS torch and must come with software capable of connecting the LA and ICP-MS processes. All peripheral hardware and software necessary for a complete and functioning 213 LA system that connects with an ICP-MS must be included with the instrument regardless of whether or not it is specified in this requirements list. Minimum technical requirements are as follows: • Nd:YAG laser operating as 213 nm. Operation in single shot or continuous (pulsed) mode with rep rate selectable from 1 to 20 Hz. Flat-top beam profile capable of producing flat craters with vertical sides in non-melting materials. Spot size at sample surface controllable from 4 to 200 μm, selectable in increments, to provide a constant flux at the sample surface as beam diameter is changed. Computer controlled Helium Mass Flow Controller. • Large sample chamber with rapid wash-out (<700 ms) and spatial reproducibility of <2% RSD. This type of sample chamber is referred to as the "HelEx" by Teledyne Cetac, and "TwoVol2" by ESI New Wave. • Sample viewing via a high resolution digital camera with zoom up to 60X and 2 μm optical resolution and 25 mm field of view. Wide field of view may be achieved using a secondary viewing system. • 213 nm LA system must be fully compatible with ICP-MS system allowing operation of the 213 nm LA system through a interface from the ICP-MS. • Instrument controlling software compatible with Windows 7 or better. • Physical plug-in that allows for two way communication between the 213 nm LA system and the ICP-MS acquired (See Requisition DJF-17-0700-PR-0005599) • Computer, monitor, keyboard and mouse for instrument control. • One year warranty for defects, errors, and failures in hardware or software not caused by operator abuse. • Guaranteed connectivity between 213 nm LA System and ICP-MS (Requisition DJF-17-0700-PR-0005599) with compatible software. Shipping: Deliveries under this order shall be FOB destination. New instrument only, and a model currently in production only, no grey market or refurbished products or demonstrator instruments will be accepted. Items must be in original packaging, never used, and not altered in any way. Components of the requested equipment must be manufacturer-approved and may not be compatible, remanufactured, or refurbished equipment. All items must be procured through a manufacturer approved distribution channel. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels upon request. Additional requirements: Procurement of the UV 213 nm Laser nm LA system shall include installation, and a two- day onsite training course. It shall also include standard servicing and telephonic customer support. Servicing shall be provided by service engineers trained on this specific instrument. The selected vendor shall offer application and method development support from the operation in the United States. The vendor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Government rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of the 213 nm LA system provided to the Government by the vendor. The selected Offeror must comply with the following commercial item terms and conditions: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2015), FAR 52.212-2 Evaluation - Commercial Items (OCT 2014). The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items (APR 2016). FAR 52.212-4, Contract Terms and Conditions - Commercial Items (MAY 2015) applies to this acquisition. Offerors are hereby notified that if quotes are not received by the date, time and location specified in this announcement, they will not be considered. Telephone requests will not be allowed. All offers must be valid for 60 calendar days from the closing date for this solicitation. Quotes must include pricing and product description for each line item listed in the attachment. Quotes may be sent via company standard quotation form but must include the following information: Tax ID#, DUNS#, Cage Code #, Point of Contact with e-mail address and telephone information. Evaluation factors: Award will be made to the lowest price, technically acceptable (LPTA) Offeror. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to FAR 4.1102 and other applicable regulations and guidelines. Information can be found at www.sam.gov. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
