- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The Document Type: Sources Sought Notice for Market Research Sources Sought Reference Number: W912P8-17-SS-0005 Posted Date: March 20, 2017 Response Date: March 30, 2017 Classification Code: 9150 -- Oil and Greases: Cutting, Lubricating and Hydraulic NAICS Code: 324191 Petroleum Lubricating Oil and Grease Manufacturing The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be used to obtain delivery of supplies for the Dredge WHEELER and the New Orleans District. General project information: Prime contractor to provide supply and storage of lubricants in the specified quantities for fuel treatment, hydraulic oil, and bulk oil. The contractor must be able to deliver the specified lube oil and anything stored in 55 Gal Drums mentioned in the table below to the Government within a 24 hour notice. Amerstat 25 and UCON Trident 46 will not need a 24 hour delivery; however, delivery shall not exceed two (2) weeks. At a minimum, throughout the contract, the contractor must be able to deliver the specified brands and quantities stated below. Also remove mostly empty 55-Gallon drums and 5 Gallon pails, these items must be disposed of or recycled following EPA and currently established industry standards. This task shall be performed in no more than two weeks of when the order was placed, and can be done concurrently with any delivery specified in this contract. The contractor shall possess the required technical ability, experience and must provide all supervision, qualified personnel as well as appropriate, equipment, tools, supplies and other resources necessary to deliver such items to the USACE New Orleans District Wharf. The contractor shall also be able to coordinate with the Dredge Wheeler personnel to hook up hoses and other equipment needed for the delivery of the bulk oil, and to load/unload the aforementioned supplies as per these specifications. The contractor shall be capable of providing the Mobil Delvac 1640 SAE 40 oil in bulk by truck within 3 calendar days of being notified by the Government to do so. The contractor shall coordinate with the Dredge Wheeler personnel to pump this oil to the ship. The contractor shall be responsible for providing any tools and equipment to pump the oil to the Dredge Wheeler (not all inclusive) such as, to provide 200 ft of hose for vertical lift to ship and have pumping capacity of not less than 250 gallons per hour. The Wheeler is equipped with 2-1/2 inch quick disconnect fittings (male- cam and groove) at risor. The vendor must meet USCG over-water transfer requirements. Optional Items: The Government will occasionally order miscellaneous items such as lubricants, diesel treatment and hydraulic fluids. No storage will be needed for any of these items. Examples of optional items are: 5 gal pails Shell T-40 Roteller Oil, 28H212AC-HC Air Cooled Hydrocarbon Lubricant & Coolant, Maxiguard, coolants, etc. Delivery of these items shall be done within two (2) weeks after placement of order; but the contractor shall advise the Contracting Officer Representative (C. O. R.) if it will take longer to receive such items within 2 days of receiving the order. At this point the C.O.R. will decide to proceed with the order as is, or to cancel/modify the quantities. Dredge Wheeler's personnel will assist the contractor to unload the supplies using a fork lift. Thus the contractor must ensure that the supplies provided in drums or pails are in pallets and readily accessible to be safely removed with a fork lift in a timely manner. In addition, the contractor shall assume that the ship will need a minimum of 5,000 gal a year of Mobil Delvac 1640 delivered in bulk and the availability of bulk oil shall remain as specified even after the required minimum has been ordered It is anticipated for this requirement to be issued with a period of performance for at least/up to 60 months (5 years). In accordance with FAR 52.219-14, Limitation on Subcontracting, if this requirement is issued by the New Orleans District and as a Small Business Set-Aside, prime contractors must perform 50% of manufacturing the supply, unless the Non-Manufacturer Rule is waived. All interested companies meeting stated criteria are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures and should include: 1) Firm name, address, telephone/fax numbers, CAGE code, DUNS number, and proof of an active SAM registry (www.sam.gov) 2) Identification of the company's size status (large business or small business). If small business, submit proper certification (socioeconomic status, such as 8a, HubZone, Woman Owned, Service Disabled Veteran Owned). NAICS Code 324191 business size standard is not to exceed 750 Employees. 3) Interested contractors must specify if it is a manufacturer of required oil. If not, contractor must detail how it will be successful in obtaining and delivering required items. 4) It is requested that interested contractors also include feedback on a five (5) year (one-year options) contract regarding pricing for lubrication oil. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
