Description
INTENT TO SOLE SOURCE: THIS IS FOR THE RICHMOND VAMC ONLY The Department of Veterans Affairs Mid Atlantic Health Care (VISN 6) intends to negotiate sole source procurement for the Richmond VAMC to VCU for Reference Laboratory Consultant Services. By CMS/FDA/AABB/CAP regulations, we are required to verify and validate all methodologies used by this Laboratory for Patient Testing; any deviation from this requires re-validation and re-verification. No patient results would be allowed to be reported until this testing is performed. VCU uses the same instruments as McGuire for the majority of their testing and the validated reference ranges would then remain the same and could be reported in the computer without delay. In the case of emergent need of testing, whereas normal testing is required within 7 days, in a case of emergency, testing is required within one hour. Due to VCU s close proximity; there would be no delay for patient results during routine and critical care of our patients. The Veterans Affairs has determined that this procurement should be issued as a sole source because of only (1) capable source able to fulfill the requirements of this contract. This proposed procurement is for services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a). The NAICS code is 541360 and has a size standard $15M for this Procurement. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, any company that believes it can meet the requirements may give written notification prior to the response due date and time.   Supporting evidence must be furnished in sufficient detail to demonstrate the ability to perform the requirement.   Information can be sent to the Contracting Officer, Cleveland Wynne, via email to cleveland.wynne@va.gov. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based on responses to this notice is solely within the discretion of the Government.   If no responses are received, the Government will proceed with the award.   The Government will not be responsible for any costs incurred by responding to this notice. Due Date for responses 3/22/2017 @ 11am.
