- Synopsis Architect-Engineer (A-E) Services for Indefinite-Quantity Type Contract for the U.S. Environmental Protection Agency's Nationwide Facilities Master Planning Activities Work under this contract shall encompass a broad range of A-E services related to the master planning process for facilities operated by the US Environmental Protection Agency (EPA). A principal focus of this contract will be conducting laboratory programming, energy usage evaluations, and facility condition assessments. These activities will help the EPA Real Property Support Services (RPSS) effectively plan for the needs of the Agency's facilities; effectively formulate requests for the Agency's buildings and facilities (B&F) appropriation; and address the changing needs of the users of the facilities. The facilities master planning process shall be integrated into the Agency-wide planning process. The Contractor will be required to become knowledgeable about EPA's facilities through existing documentation and, where necessary, through site visits and interviews with EPA staff. Also, the Contractor shall have offices located throughout the country since support is required at the EPA facilities nationwide. EPA intends to award one indefinite-delivery, indefinite-quantity (IDIQ) contract under this acquisition, with a target effective date of October 1, 2017. The contract is expected to have a five-year performance period, with a minimum order amount of $25,000. The estimated value of this acquisition is $10 million. Task orders are expected to typically range between $25,000 and $250,000, although some will likely be higher or lower. Loaded hourly rates (inclusive of overhead and profit) for each major discipline will be negotiated for each contract year. These loaded rates will serve as the basis for pricing task orders. Specific services required under this contract will be identified in individual task orders issued by the Contracting Officer and will fall into the following areas: - Site and facility master planning services for EPA-occupied facilities. - Reviewing and updating existing Master Plan reports, as required. - Preparing new Master Plan reports including analysis of all aspects of specific EPA facilities, i.e., architecture, engineering, energy usage, water usage, functionality, sustainability, operating costs, and capital costs. Development of the Master Plan reports will require interviews with on-site EPA staff, as well as with program management and Headquarters facility staff, to ensure that each Master Plan effectively addresses the Agency's and Program's strategic plans and the FMSD's funding strategies. - Surveying existing facilities documentation, including plans, blueprints, reports, and data, as well as existing computer-aided design (CAD) files and other computer files. - Developing new data and documentation as required for incorporation into EPA's facilities database. - Estimating costs for required facility improvements, identifying deferred maintenance costs, developing a strategic plan for correcting deferred maintenance items, and performing economic analysis to evaluate facility improvement options. - Reviewing existing assessments of individual facility systems and capabilities and, where required, developing new assessments through site visits and interviews or through existing records. - Developing space planning scenarios as required in response to changing programmatic requirements. Such space planning may involve evaluating existing facilities and developing cost estimates that are compatible with EPA's facilities database and with the General Service Administration Federal Real Property Council's data elements. - Programming of existing and proposed laboratory space. - Preparing architectural-engineering reports and other supporting documentation for individual facilities, nationwide planning studies, as well as other facilities-related information required by the Agency. - Reviewing and updating current Agency facilities standards. - Architectural and engineering evaluations of existing facilities in accordance with current EPA facilities standards, guidelines, and other benchmark architectural and engineering standards. - Evaluating sustainability opportunities using buildings and site analyses and Leadership in Energy and Environmental Design (LEED) criteria. - Evaluating energy and water usage, on a site-specific basis, to develop opportunities for usage reductions based on cost-benefit analyses. - Coordinating with EPA Programs and Regions to incorporate their missions and strategic goals into specific facility master plans. - Developing plans that incorporate applicable Federal security standards appropriate for the mission and the specific facility security level. SIGNIFICANT EVALUATION FACTORS -- The A-E must demonstrate its qualifications and the qualifications of key each team member, with respect to the following criteria, which are listed in descending order of importance: (1) DEMONSTRATED EXPERIENCE - Demonstrated experience and technical competence in performing programming, master planning, design (including sustainable building and site design), condition assessments, and strategic planning for analytical and research laboratories and laboratory support facilities. (2) PROFESSIONAL QUALIFICATIONS - Professional qualifications in the following disciplines: (1) Licensed Architects with LEED Professional Credentials; (2) Licensed Mechanical Engineers with LEED Professional Credentials; Licensed Electrical Engineers; (4) Licensed Structural Engineers; (5) Licensed Civil Engineers; (6) Licensed Landscape Architects; (7) Energy Analysts; (8) Sustainability Professionals; and (9) Laboratory Planners. The evaluation will consider demonstrated, documented, and relevant education, training, registration, voluntary certifications, overall and relevant experience (highlighting recent achievements within the last five years), and key management and technical personnel longevity with the firm. Additional certifications (e.g., LEED, NCQLP, CEM, ASHRAE) shall be evaluated favorably. The submittal shall demonstrate that the A-E and its team members have all the necessary licenses and certifications as required to provide professional A-E services. (3) CAPACITY - Multiple task orders may be awarded with similar completion schedules and overlapping delivery dates. The submittal should indicate the Architect/Engineering (A-E) firm's present workload, and demonstrate the capacity to perform approximately $2,000,000 in EPA A-E work in a one-year period. Identify all current projects being designed in the A-E firm's office, showing dollar value, start date, completion percentage, and the anticipated completion date. (4) PAST PERFORMANCE - Record of past performance on contracts of similar size and nature with respect to quality of work, cost control, and compliance with performance schedules, as indicated by feedback from client references, awards, commendation letters, or other performance recognition documentation. Points of contact provided in other criteria may be contacted. Provide documentation of the firm's performance for each project provided as experience under Criteria (1) and Criteria (2). On the SF330 state if no documentation exists. For each project provide, name, title, address, telephone number, and e-mail address of owner's representative. Provide a current client reference contact for a minimum of five (5) relevant projects completed in the last two (2) years. Provide for each project, name, title, address, phone/fax number and e-mail of owner's representative. Provide the estimates for the relevant projects that were listed, identifying the initial A/E construction budget, bid price of project, amount of change orders and percent of changes for the various major divisions (architectural, mechanical, electrical, structural, and civil). Provide copies of awards and letters of appreciation/commendation. In addition, identify any projects on which proposed team members have previously collaborated. Attach to the SF 330 a chart showing which team members worked on each project. SUBMISSION REQUIREMENTS - Interested parties having the capabilities to perform this work must respond to the solicitation package and submit a letter of interest along with four (4) copies of Standard Form (SF) 330, Architect-Engineer Qualifications, and four (4) copies of any attached additional photographic and/or technical materials. An electronic version of the material on CD is also required. All SF 330's must be current, with a date not earlier than one year prior to the date of this notice. Firms are requested to keep the total page count of the SF 330 submission to no more than 30 pages of text. Only fifteen (15) letter size sheets may be attached to the SF 330 as supplemental information (photographic and/or technical material), specifically responding to the above criteria. All projects listed in the SF 330 package must have been performed by the office/branch/individual team members who would be performing the work under any resulting EPA contract. The SF 330 must clearly state the office/branch/individual team members performing the work on all projects presented. Projects not performed by the office/branch/individual team members will be excluded from evaluation consideration. The following is clarification for completion of the SF330: In Part I, Section B, Block 5, include the firm's Taxpayer Identification Number. Part I, Section D, the Organizational Chart is not included in the 30-page limit. In the Organizational Chart identify the overall relationship and lines of authority of the proposed team, including key subcontractors. (Note: All individuals listed on the Organizational Chart are not required to have a resume in Section E, e.g., personnel in administrative or lower level engineering positions.) In Part I, Section E, Block 16 include the year(s) the degree(s) was/were received. In Part I, Section E, Block 17, include the year(s) the Professional Registration(s) was/were first issued. Submit 4 copies of the complete SF 330 qualifications package (including CD) via express mail or courier to the following address: U.S. EPA Headquarters, Attn: Dan Amon, William Jefferson Clinton Building, 1200 Pennsylvania Ave., N.W, Room Number 5353, Washington, DC 20004. All information must be received at the above address not later than close of business on April 19, 2017. Note that a separate Part II of the SF 330 is to be submitted for each firm that will be part of the team identified in Part I. The Part II submission is limited to one page for the prime contractor and one page for each subcontractor. The required A-E services are being procured in accordance with the Brooks Architect-Engineer Selection Act (P.L. 92-582) as implemented by FAR 36.6 and EPAAR 1536.6. Selection will be non-project specific. Firms will be selected for contract negotiation based on demonstrated competence and qualifications for the required work. This procurement is a 100% total small business set-aside. The applicable North American Industry Classification System (NAICS) Code is 541330, "Engineering Services", and the relevant small business size standard is average annual receipts for the last three fiscal years not exceeding $15 million. To be eligible for contract award, a firm must be registered in the System for Awards Management (SAM) Database prior to contract award (FAR 4.1102).
