- Intent of the Notice: In support of the Program Executive Office for Simulation Training and Instrumentation (PEO STRI) Special Operation Forces Training Systems, the Army Contracting Command - Orlando (ACC-Orlando), intends to issue a contract modification to Nova Technologies Incorporated via contract W900KK-12-D-0005, on a sole source basis, as only one responsible source currently exist who can readily provide the Call For Fire Trainer III (CFFT III) training system and other Joint Fires Product Line (JFPL) based training systems developed under contract W900KK-12-D-0005 until the Government awards a follow-on contract or a contract for its successor. This contract modification will extend the delivery ordering period of contract W900KK-12-D-0005, which includes currently defined CFFT and Joint Fires Product Lines (JFPL) training systems, simulated military equipment, trainer components, and technical support previously ordered on contract W900KK-12-D-0005 by 12 months to be followed by two six month option periods. The contract ceiling will remain unchanged. Although more than one source may be able to fulfill the requirement, it would create substantial duplication of cost to the Government that is not expected to be recovered through a competition. This is based on two principle factors. First, the Army's current requirement for CFFT III devices will be fully ordered before the end of the current contract. Award of the extension to any other vendor would result in an unacceptable delay while the vendor processes the Government owned technical data package into products. Second, the JFPL consists of approximately 1.3 million lines of code. It will have just completed conversion to Windows 10 and received its initial authority to operate (ATO). Any other vendor would have to invest in labor hours to become proficient with the software to execute the required software updates to maintain the ATO. Any failure will cause the expiration of the CFFT III ATO. Any lapse in certification will result in all Joint Fires Product Line devices being turned off until recertification occurs. If devices are turned off, the Army will not be able to train critical warfighter tasks resulting in significant readiness impacts. The Government is currently evaluating whether or not to solicit a follow-on contract for CFFT III or procure a successor. Brief Description: The CFFT is the U.S. Army's choice for training all Soldiers in the basics of call for fire and for providing both basic and advanced training to Forward Observers (MOS 13F). The CFFT is a lightweight, rapidly deployable, observed fire training system that provides simulated battlefield training for Fire Support Specialists, Joint Fires Observers (JFO), and Soldiers at the institutional and unit level. The JFPL was developed to support Joint Fires training applications. The JFPL architecture is scalable to meet various levels of training requirements from procedural training up to full mission rehearsal; configurable to meet various facility and transportability requirements; interoperable to be able to network with other simulations; and modular so that a customer only has to have the capabilities that meet his specific training requirements. With the integration of the CFFT systems and JFPL, CFFT III systems expand the training capabilities to include Forward Observers (FO), Joint Fires Observers (JFO), and Joint Close Air Support (JCAS). The CFFT III systems train the proper procedures to call Indirect Fire support including artillery support and mortar support, Naval Surface Fire Support, and Type I, II and III terminal attack controls for Close Air Support (CAS). Responses: The proposed contract action is for the procurement of JFPL-based training systems, components, and technical support for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested firms may identify their interest and capability to meet the requirement and submit their response by close of business March 31, 2017. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
