Description
THIS IS A MARKET RESEARCH SURVEY REQUESTING INFORMATION IN SUPPORT OF THE FOLLOWING POTENTIAL REQUIREMENT - NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. The U.S. Army Contracting Command in Warren, Michigan (ACC-WRN) intends to issue a solicitation (W56HZV-17-T-L553) for the purpose of acquiring an electrified vehicle with autonomous features to be fitted with a fuel cell by Government engineers. Once integrated, the vehicle will be demonstrated and evaluated as part of the developing Squad Multipurpose Equipment Transport (SMET) program. Vehicle salient characteristics: 1. The vehicle shall have dimensions no larger than 5 feet wide by 10 feet long. 2. The vehicle shall have an entirely electric drivetrain. Gas/diesel hybrid electric drivetrains are not acceptable. 3. Electrical components shall be rated for hazardous locations where necessary. 4. The vehicle shall have an energy storage system that operates at 48 volts and have a minimum capacity of 100 ampere-hours. 5. The vehicle shall be capable of carrying a payload of at least 1,500 pounds. 6. The vehicle shall be capable of amphibious operation. The vehicle shall be able to drive on land and in water, maneuverable in both types of terrain. The vehicle shall be watertight and keep any cargo above the water level to avoid potential damage to the equipment or goods being carried on the vehicle. 7. The vehicle shall be able to export power from the energy storage system. It shall provide at least 1,500 watts of power at 110 volts AC. 8. The vehicle shall be able to semi-autonomously follow a leader with a tether system. The vehicle shall be tethered in some way to a leading person or vehicle and follow without input from a human operator. 9. The vehicle shall be remote operable from a range of at least 200 meters line of sight. 10. The vehicle shall have a space large enough to accommodate a fuel cell system, balance of plant, and hydrogen storage system inside the body of the vehicle. This space should be large enough in volume to allow for minimal modification to the internal structure of the vehicle during integration. Suitable volume will be determined by the COR. 11. The vehicle shall be wheeled and have the ability to be converted into a tracked configuration. More specifically, with this notice potential small business concerns are sought for possible competition in a small business set-aside environment for this procurement. The applicable Small Business (SB) Size Standard for this acquisition, under North American Industry Classification System (NAICS) Code 441228 is $32,500,000 in average annual receipts for the preceding three fiscal/calendar years. Any SB entities believing they are capable of fulfilling this requirement for the Government shall contact ACC-WRN Contract Specialist Michael Ciaciuch via e-mail with a subject line of "Autonomous Vehicle W56HZV-17-T-L553" NO LATER THAN 3:00PM EDST ON FRIDAY 24 MARCH 2017. If you require further specification details or have any other questions in regards to this effort, please e-mail them to Mr. Ciaciuch as well as soon as possible before the 24 March 2017 due date. All correspondence for this matter shall be done through e-mail, no phone inquiries will be accepted (unless definitive proof several e-mail contact attempts have been made but failed). If adequate responsible and responsive SB competition cannot be determined, then ACC-WRN intends to issue an unrestricted solicitation on a full and open basis in order to fulfill this requirement.
