Description
USSOCOM Directive 71-3, Appendix B SOURCES SOUGHT Foreign Comparative Test (FCT) High Resolution 3D (HR3D) Geospatial Data H92222-17-HR3D This synopsis does not constitute an Invitation for Bid or Request for Proposals, and is not be construed as a commitment by the government to issue an order or otherwise pay for the information solicited. The Program Executive Office for Special Reconnaissance, Surveillance and Exploitation (PEO SRSE), Program Manager for Mission Support Systems (PM MSS) is looking for companies with the capabilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Item (NDI), or near NDI systems to enable the rapid Processing, Exploitation, and Dissemination (PED) of High Resolution 3D (HR3D) geospatial data for mission planning and rehearsal, navigation, and Intelligence, Surveillance, and Reconnaissance (ISR). The United States Special Operations Command (USSOCOM) has applied for approval of a follow on Foreign Comparative Test (FCT) project (https://cto.acqcenter.com) to evaluate candidate systems. As part of the application process, the Government must do the appropriate market research to ensure that relevant products are considered prior to starting a project. The government may decide to acquire for testing purposes one or more vendor products that appear to meet or exceed the stated criteria. If approval is granted, a synopsis will be posted publicizing the Government's intent to initiate this FCT project on a full and open competitive basis with the intent to also procure and field up to 25 million square kilometers of HR3D data to meet military operational needs dependent on the results of testing. If the responses to that synopsis reveal that one or more companies responding to the synopsis appear to meet or exceed the requirements, a formal Request for Proposal (RFP) will be issued to those companies and include requirements for testing. Further, based on the results of testing and provided the technology proves suitable, the solicitation will also include the selection criteria for award and the conditions for proceeding into production. In order to meet or exceed requirements, companies must have adequate fabrication and test facilities to warrant pre-production testing and limited procurement of test systems and test data. Additionally, companies must be able to provide a working prototype ready for test and demonstration purposes on or about 1 Jun 2017 and capable of meeting the following criteria: 1. Capable of generating HR3D data of 30x30nm semi-, non-permissive and denied areas within 18 hours. 2. Capable of meeting SOF-peculiar Database Resolution and Accuracy Standards for 6x6nm areas (or better) in USSOCOM Directive 71-3, Appendix B (attached). 3. Capable of extracting multiple open industry and emerging standard geospatial data products, e.g. 3D surface model (Collada, CDB, Cesium), Digital Surface Model (geotiff), Digital Terrain Model (geotiff), orthorectified image map (geotiff), point cloud (LAS), etc. 4. Capable of exporting and importing compatible HR3D data layers including SOF-peculiar land cover classification layer directly into OGC CDB. 5. Capable of including metadata and incorporating other source data to improve utility and accuracy. Metadata includes per-point currency (most recent image contributing to this point), per-point Figure of Merit, and per-tile predicted absolute accuracy. Other source may include vector data such as OpenStreet Map and Tiger/Line. 6. Capable of translating CDB output to other OGC standards, e.g. GeoPackage with CDB attribution, optimized for disconnected tactical mobile users in Denied, Degraded, Intermittent, or Limited (DDIL) bandwidth communications environments. 7. Capable of disseminating CDB data including 3D objects through OGC web service standards such as WMS, WFS, etc., and 3D streaming protocols for spatial data. Responses to this market survey are due on or before 17 Apr 2017. Responses must include product description(s) with performance parameters and a statement regarding availability, summary of prior testing and test reports, standards and interoperability, where the product(s) are currently being used and by whom, and any catalog pricing.
