Description
Synopsis: NASA/NSSC has a requirement for Small Injection Molded Parts: NASA/NSSC intends to issue a sole source contract to Stack Plastics, Inc., 3525 Haven Ave, Menlo Park, CA, 94025-1009 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Stack Plastics, Inc is the sole provider of Small Injection Molded Parts. Minimum Government Specifications: The items to be purchased are small injection molded parts produced using NASA Ames Research Center owned tooling. This requirement includes 5000 30% carbon fiber reinforced PEI (RTP2185) parts, 10000 20% glass fiber reinforced PEI (Ultem 2200) parts, 2000 PEI (Ultem 1000) parts, and 2000 PP (FT120) parts. All production and packaging costs are to be included (including all costs associated with procuring specified material). The vendor must be responsible for maintaining operability of the tool and providing all waste material (i.e. runner pieces) for laboratory testing, in batches of 500 (labeled so that subsequent testing can be correlated to respective batches of parts). Description of what item(s) will be used for: NASA Ames Research Center is conducting a high level research program as part of the ARMD Convergent Aeronautics Solutions program. Key to this research will be the use of thousands of identical components with high manufacturing production quality. These components have complex geometry, and must have the mechanical properties of typical carbon fiber reinforced polymer composites. The program has developed the tooling for this, and production using this tooling has already been tested. These components will be used in a research project and as an experimental instrument in the lab for advanced manufacturing technology research. Additional Requirements: -Demonstrated capability using various compounds with NASA ‘octpart' tooling -Ability to meet the delivery date (April 30, 2017) NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Ames Research Center (ARC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 333511, Industrial Mold Manufacturing Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 10:00 a.m. Central Standard Time on March 23, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.
