Description
MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION This is a Sources Sought notice to determine the availability of Small Businesses capable of supplying the required supply item/services. This notice is for planning purposes only, and does not constitute an invitation for Bids, Request for Proposal or Request for Quotation or an indication the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The appropriate NAICS code for the acquisition is 339999 -- All Other Miscellaneous Manufacturing; Small Business Size standards 500 employees million. Background: The Food and Drug Administration ( FDA), Center for Biologics Evaluation and Research (CBER), Laboratory of Respiratory and Special Pathogens, studies the transmission of Bordetella pertussis disease in non-human primates (NHPs). These animals become highly infectious and require containment housing for several weeks. CBER currently operates two biocontainment units in the CBER vivarium but will begin utilizing taller NHP cages that require biocontainment units with higher ceilings and doorways. In addition, CBER is expanding the program and will occupy a third room in the CBER Vivarium on the White Oak campus in Silver Spring, MD. Statement of Need: Therefore, CBER requires the renovation of the two existing biocontainment units and the manufacture and installation of one new Biocontainment Units for studies to be conducted at FDA/CBER Facility in Silver Spring, Maryland. Requirements: The contractor shall renovate two existing negative pressure biocontainment units to increase the height of the units to 7 feet, 7 inches. The contractor shall construct a 21’ x 11.5’ x 7.7’ negative pressure biocontainment unit with 241.5 sq. ft. of unobstructed floor space. The containment environment shall: Shall allow for a controlled environment (airflow, humidity, and temperature). Shall be configured with “freestanding” units (portable, easily assembled, and easily decontaminated). Shall be made of clear hospital grade vinyl. Shall be under negative pressure when fully assembled. Shall maintain at least 50 air changes per hour. Shall maintain an air velocity of 15-30 feet per minute. Shall have HEPA filtered exhaust. Shall not generate noise above 65dB. Shall have sealed bearings on supply blower. Shall be delivered 30 – 60 days after receipt of purchase order. Shall include a one (1) year unlimited warrant. Though the target audience is small business or small businesses capable of providing baboons from another small business, all interested parties may respond. At a minimum, responses shall include the following: 1. Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a service offered by another firm. 2. Past Performance information shall include date of services, description, dollar value, client name, Client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of company (to include DUNS number and size status) if not the respondent. 3. Descriptive literature, brochures, marketing material, etc. detailing the nature of services the responding firm is regularly engaged in providing. 4. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide if subcontracting opportunities exist for small business concerns. The Government is not responsible for locating or securing any information, not identified in the response.
