Description
This is a PRESOLICITATION notice to publicize the planned solicitation release for the lease of a single fixed wing C-208 Baravan EX aircraft in support of AVIATION FOREIGN INTERNAL DEFENSE (AvFID) INTELLIGENCE, SURVEILLANCE, RECONNAISSANCE (ISR) AIRCRAFT requirement on or around 03 April 2017. This is NOT a request for proposals, is NOT an authorization to begin work, and does NOT commit the Government to purchase any services. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of any responses to this notice. This PWS provides AFSOAWC with the lease of single engine fixed wing C-208 Caravan EX aircraft to support an AvFID mission requirement. The aircraft shall be for the sole use of the United States Air Force (USAF) and United States Air Force Reserve (USAFR). A current and qualified USAF or USAFR instructor will always operate as Pilot in charge and be in command of the aircraft and mission. The contractor will be responsible for providing the aircraft, fuel/oils/lubricants, ground support equipment, unique support equipment, special tooling, hangar space, technical manuals, technical data sustainment, and logistics sustainment. Aircraft maintenance and inspections are required as part of this effort and shall be performed by qualified Airframe and Power plant (A&P) mechanics and qualified Federal Aviation Administration (FAA) inspectors. Aircraft flight crews are NOT part of this effort. The anticipated period of performance is less than 18 months. The aircraft will be pre-positioned and operated from an airport within 50 miles of Duke Field, Florida during all periods associated with the aircraft lease. This requirement will be procured through a small business set aside. All responsible small business sources may submit a proposal in response to the solicitation when it is issued (NOT this pre-solicitation notice). The anticipated award date is on or about 31 May 2017. Aircraft shall be made available to the Government by June 15 2017. The point of contact for this requirement is Leroy Hardy. All communications shall be submitted in writing. No phone calls will be authorized. Contractors shall not contact any other Government personnel regarding this notice or the aircraft requirement other than the individual designated above.
