Attachment 3 Frequently Asked Questions and Answers Attachment 2 Quote Submittal Worksheet Attachment 1 Statement of Work This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested for a contractor to upgrade lighting in the shop and adjacent equipment storage shed at the United States Department of Agriculture, Natural Resources Conservation Service, Jamie L. Whitten Plant Materials Center, 2533 County Road 65, Coffeeville, MS 38922 and a written solicitation will not be issued. This solicitation number AG-2B46-S-17-0025 is issued as a request for quotation (RFQ) The acquisition procedures at FAR Part 13 are being utilized. The Government anticipates this solicitation will result in a Firm Fixed Priced Purchase Order (PO), to the responsible Contractors whose quote conforms to the solicitation and will be most advantageous to the government. The Government reserves the right not to award any PO under this solicitation. The estimated award date of the purchase order is on or around April 24, 2017. The government will be obligated only to the extent of authorized. The government will make award without negotiations using listed evaluation factors. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91 effective November 1, 2016 which can be found at http://www.acquisition.gov/far/index.html under the current FAR section. This acquisition is a 100% small business set aside for the State of Mississippi. The applicable North American Industry Classification System (NAICS) code is 238210 ELECTRICAL CONTRACTORS AND OTHER WIRING INSTALLATION CONTRACTORS. The small business size standard is $15 million. All quotations are due not later than 2:00 p.m. Eastern Time on Friday, April 14, 2017 and must be addressed to Mrs. Denise Brooks (Contracting Officer) via e-mail at denise.brooks@wdc.usda.gov. Submitting quotes via e-mail is considered acceptable on or before the deadline date and time. All documentation required by the solicitation must be submitted with the offeror's quote or the offer will not be considered. Late submissions will not be considered nor accepted. Site Visit The Government has scheduled a one-time only site visit so Interested Parties can visually observe the actual project location(s) where all requirements identified on this SOW would be performed for April 10 at 10:00 a.m. Central Standard Time (CST). Interested parties are highly-encouraged to attend this event and no exceptions shall be granted or honored by the Government to any Entity which requests to view the project location(s) separately following the conclusion of the firm, scheduled, one-time site visit. If interested, prospective Contractors shall use the following information to attend the site visit. List of contract line items: 1. Retrofit T8 fluorescent lights in equipment bays (5) and in shop (8) into light-emitting diode (LED) fixtures. 2. Repair conduit line that carries compressed air and electricity to end of equipment shed and add new hose and reel. Replace electrical outlets if needed. 3. Replace bathroom bulbs with LED troffer lights (3). 4. Replace exterior lights (2) with LED dusk/dawn automatic lights outside shop office. 5. Replace flood lights (mounted on front of bays and one in front of shop office) with LED dusk/dawn automatic lights outside equipment storage shed (2) Description of Requirement: The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Mississippi, is seeking contractors to provide renovation services for upgrading lighting in the shop and adjacent equipment storage shed at the USDA-NRCS Jamie L. Whitten Plant Materials Center, 2533 County Road 65, Coffeeville, MS 38922 as outlined in Attachment 1 Statement of Work. Date(s) and Place(s) of Delivery and Acceptance. The period of performance is 30 calendar days from award date. The place of performance will be the at the Jamie L. Whitten Plant Materials Center, 2533 County Road 65, Coffeeville, MS 38922. (d) Comptroller General Examination of Record. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. "Principal" means an officer, director, owner, partner, or a person having primary management or supervisory responsibilities within a business entity (e.g., general manager; plant manager; head of a division or business segment; and similar positions). Electronic Invoicing and Payment Requirements - Invoice Payment Platform (IPP) Invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Payment Platform System (IPP). The Contractor must use the IPP website (https://www.ipp.gov) to register, access, and use IPP for submitting invoices. Contractor assistance with enrollment can be obtained by calling (866) 973-3131. Invoices submitted by means other than IPP will not be accepted unless the Contracting Officer authorizes alternate procedures in writing. Invoices may be submitted up to once a month. INSTRUCTIONS FOR SUBMITTING QUOTES. Attachment 2, Quote Submittal Worksheet has been developed to facilitate preparation of quotes. Quoters shall utilize Attachment 2 to this solicitation to submit pricing quotations and to complete the following two required representations and certifications: FAR 52.212-3 and AGAR 452.209-70. The Quoter must complete the two certifications by reading and checking the appropriate box(es). Evaluation Factors, see Attachment 2. Contractors shall submit a written narrative that addresses the two non-price evaluation factors.
