Description
Pre-solicitation Notice Solicitation Number: R17PS00127 - Cle Elum Dam Fish Passage Facility, Juvenile Facility-Tunnel, Yakima River Basin Water Enhancement Project-Integrated Plan Yakima Project, Washington Synopsis: The Department of Interior, Bureau of Reclamation, Pacific Northwest Region requires the construction of a 1250-foot long tunnel from the previously constructed secant pile shaft to the downstream stilling basin, but not exit into the Cle Elum River. Construction of the tunnel will consist of soil excavation and slope stabilization to construct the downstream tunnel portal. It is anticipated that the tunneling effort will begin near the stilling basin and tunnel upstream and penetrate through the secant pile shaft. Work inside the secant pile shaft consists of excavation down to the final grade. A 30-foot tall reinforced concrete overlay wall to be constructed along the interior of the secant pile shaft in addition to a 30-foot tall concrete retaining wall which separates the helix chamber from the gate chamber. A 4-foot thick reinforced concrete helix chamber foundation slab to be constructed. The applicable North American Industry Classification System (NAICS) is 237990 and the size standard is $36.5 million. The Davis-Bacon Act applies to this procurement. We anticipate issuing a Request for Proposals (RFP) approximately 10 April 2017 at www.fbo.gov., but all dates in this notice are subject to change. Any amendments applicable to the solicitation will be posted at the same site. To take advantage of business opportunities with the Bureau of Reclamation (BOR) and the Department of the Interior (DOI) you must register your firm with the System for Award Management (SAM) at www.sam.gov. Reclamation intends to award one firm fixed-price contract. The estimated price of the work is more than $10,000,000.00. Any award will be based on the best value to the Government. This requirement will be solicited as a total small business set-aside procurement that will consider past performance and price in the award decision; these evaluation factors are subject to change. Final evaluation factors will be defined in the solicitation.
