- ****PLEASE NOTE Purpose of amendmenet is to provide government response to the following questions; 1. The $1,000 allowance per system that the Offeror has to cover; is this per event, per year or for the full 5-year life of the contract? A lot of the equipment is old so if we repair a unit for $750 in March (which we have to cover), for example, and then the same unit requires another $750 repair in October, are we responsible for both repairs at $750 each even though the total for the year is $1500 and could be much higher over 5 years? Please clarify. Response: "Per event". 2. Several units had chemical treatment equipment (such as the Hypochlorite and Scale Inhibitor feeds in Bldg 002). Are we responsible for these (maintenance and chemicals)? Response: Check equipment list. No for B 002. 3. Testing: Are we expected to test on site or grab and send samples to certified labs? Response: This will be determined by the contractor to meet performance requirements. 4. Testing: Page 7 of PWS mentions testing of permeate and reject water. What are we testing for exactly? Response: Product water and rejection water. 5. Page 10, C.2 of PWS: "All Tank Filters". Does this refer to Vent Filters? Response: Yes. 6. Page 10, C.3 and C.4: "Mixed Bed Deionizers shall be replaced every 6 months". Is the entire system to be replaced each 6 months or just the media? Same question for the "Carbon Tanks" in C.4. I assume it is just the media but want to make sure because the costs will be different. Response: Yes, media/membranes 7. The Addenda to 52.212-1 - Instructions to Offeror..." Article 1, Item 2 says we must complete Representations and Certifications on the ORCA system. We have completed this in SAM.gov. Is it acceptable for us to include the SAM entries to satisfy this requirement? Response: Yes 8. Can you provide us with a list of all expendables used for each water system on an annual basis? Response: No list is available. 9. Can you provide us with a list with the number of Carbon and D.I. tanks used for each system on an annual basis? Response: No list is available 10. Is Ozone acceptable to sanitize the storage tanks and distribution loops of the systems? Response: Yes, if meets performance requirements 11. Will the following equipment be repaired or replaced prior to the new contract? Response in bold: a) Bldg. 010A the softener is disconnected and on by-pass. No. This will be the new contractor's responsibility to meet performance requirements and system operation. b) Bldg. 010B the softener is disconnected and on by-pass, No. This will be the new contractor's responsibility to meet performance requirements and system operation. (1) Weber recirculation pump is missing and the UD 1500 U.V. light is out. Yes, the pump will be replaced prior to new contract. The UV light will be the new contractor's responsibility. c) Bldg 006 Zyza R.O. pump leaking profusely at seal. Revisited site and found no leaking. If there is a leak at any system, the new contractor shall be responsible for an operational system. 12 Under the performance requirements, specifically 2.0-8-16, each line item states service/replacements to occur when needed; however under Section 3, C: 1-6, there are more specific time frames listed regarding an expendable/service replacement schedule. Which is accurate? Response: 2.0-8-16 will be determined by the contractor to meet performance requirements. Section 3, C: 1-6 will also be done at a minimum. 13. How often should each system be checked for routine preventive maintenance to verify each system is operating per manufacturer specifications? Is this up to the bidder to determine the frequency of visits? Response: The "bidder" will determine contractor's responsibility to meet performance requirements and system operation in addition to the minimal service requirements stated. 14. Please make it clear that the DI tanks onsite are NOT the property of USDA, so the vendor must provide all DI tanks & fittings for each building. Response: The DI tanks are not the property of USDA. The vendor must provide all DI tanks and fittings for each building.
