- French Air Force (FAF) MQ-9A Contractor Logistics Support (CLS) Request for Information (RFI): This request for information is being conducted to identify industry information from potential sources that may possess the expertise, capabilities, and experience to meet the requirements for French Air Force (FAF) MQ-9A, -12 Configuration, unmanned aerial system (UAS) CLS. Contractors responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this survey. INSTRUCTIONS: 1. The document below contains a description of the FAF MQ-9A CLS services requirement followed by requests for information related to the requirements. 2. If, after reviewing this document, you desire to participate in the market research, you should provide documentation that supports your company's answers to the requests for information. 3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged. Identify any areas of work your organization believes should be broken out exclusively for Small Business. 4. Questions relative to this market survey should be addressed to the requesting activity (see points of contact below). PURPOSE/DESCRIPTION: The purpose of this announcement is for Market Research in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 10 and is issued IAW Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation for proposals; no contract shall be awarded from this announcement. No reimbursement shall be made for any costs associated with providing information in response to this announcement or for any follow up information requests. Nothing shall be construed herein or through this market research process to commit or obligate the Government to further action as a result of this research. The Air Force Life Cycle Management Center (AFLCMC), Medium Altitude UAS Division, Wright-Patterson Air Force Base OH, is seeking to specifically identify businesses under NAICS code 488190 and other firms that may be capable of providing all or portions of CLS services for the FAF's MQ-9A fleet. The Government is seeking industry feedback on areas identified below to support development of the requirement and overall strategy for this potential contract. Program Description: The MQ-9A Reaper is a medium-altitude, multi-mission, long-endurance, remotely piloted aircraft. The FAF is requesting Organizational-Level (O-Level) sustainment support for: Block 1 MQ-9A aircraft, Block 25 dual control mobile ground control station, Block 15 ground control station, and associated MQ-9 system components (such as; ground data terminals, Satellite Earth Terminal Subsystem (SETSS), Ruggedized Aircraft maintenance Test Stand (RAMTS), grounds support equipment, etc.) beginning 01 Jan 2019, and lasting until the retrofit of the MQ-9A Block 1 aircraft to Block 5 configuration and retrofit of the ground control stations to Block 30 configuration. Estimated annual flying hours per aircraft : MQ-9A Block 1 (1700 Hours) Current operating sites : Multiple Outside-Continental United States (OCONUS) locations. MQ-9A UAS CLS O-Level support consists of the following services : · Program Management · Maintenance Capability and Support · Collecting and recording maintenance data into a FAF maintenance management information system · Submittal of Field Service reports regarding maintenance problems encountered and summary of maintenance activities conducted · Submittal of Deficiency Reports regarding FAF identified product deficiencies · Identify Mission Impaired Capability Awaiting Parts (MICAP) and Non-Mission Capable Supply (NMCS) situations · Assist FAF personnel in the receipt and inventorying of system components, spares and support equipment · Security Management/Operations Security (OPSEC) countermeasures · Insurance Coverage o Loss or Damage o Material/Elements · Field Service Representatives (FSRs) · Prepare reparable materiel for depot-level repair transportation FAF MQ-9A CLS Contractor Capability Survey Part I. Capability Survey Questions: a) General Logistics Support : This potential contract will require the CLS contractor to manage MQ-9A logistics support at multiple sites Outside Continental United States (OCONUS). Identify and describe your company's experience managing logistics requirements to include the following: a. High-tempo operations/logistics. b. Security. Obtaining and maintaining personnel clearances in accordance with DODI 5220.22 and 5220.22-M; developing/maintain Operations Security (OPSEC) program plans. c. Program Management. Hiring/managing personnel capable of worldwide logistics (i.e., obtaining documentation necessary to travel as well as other requirements prescribed by the Department of State and Department of Defense regulations). d. Oversight. Use of a site lead at various locations to oversee maintenance and/or work as a single point of contact for the Contractor company on site. b) Field Level Maintenance : This potential contract will require the CLS contractor to provide MQ-9A field level maintenance at OCONUS operating sites. Performance goal is an 80% to 85% Mission Capable rate. Identify and describe your company's specific experience with regard to the following: a. Performing field level maintenance on the MQ-9A fielded system or similar systems. b. Providing system maintenance services at overseas locations. c. Items unique to providing aircraft maintenance and supply services at an overseas location: 1) Obtaining passports and visas 2) Technical Expert Support Agreements (TESA) 3) Working under a Status of Forces Agreement (SOFA) 4) Expediting parts through the customs and clearance processes in foreign countries 5) Handling export controlled items; specifically Packaging, Handling, Storage & Transportation (PHS&T) issues c) Supply Support : This potential contract will require the CLS contractor to provide supply support at OCONUS operating locations. Supply support will be limited to assisting FAF personnel in receiving and inventorying materiel, entering data into FAF management information systems, ordering consumables, and preparing reparable materiel for shipment to depot-level repair facilities. a. Identify and specify your company's experience in providing supply support. d) Contract Field Team (CFT): This potential contract will require the CLS contractor to respond to aircraft on ground (AOG) situations within a very short response time. Identify and describe specific capabilities/experience regarding providing CONUS/OCONUS CFT support to include short-notice global efforts. e) Small Business Capabilities : a. What requirements of this potential contract described above are best suited for small businesses? b. Detail specific past teaming arrangements (i.e.; partnering, joint ventures, etc.) Identify ways the Government can enhance teaming arrangement opportunities. c. Describe and detail subcontracting opportunities, by function and percentage of contract value that are appropriate for small business concerns. f) Industry Specific Questions : a. Does your company have current capability to access demand data for MQ-9A aircraft parts? If not, provide details explaining how your company will overcome the inability to access. b. Does your company have current capability to access repair data for MQ-9A aircraft and parts? If not, provide details explaining how your company will overcome the inability to access. c. Is your company EMAR 145 compliant and/or certified? Has your company worked with the requirements of EMAR 145? If yes, describe your experience. If no, explain how you would meet these requirements. g) Contract Specific Questions: a. Period of Performance. If as a result of this market research a future request for proposal is issued, the Government is contemplating awarding a one (1) year basic contract with additional one (1) year option periods. 1) Can your company accurately reflect your costs for a one (1) year contract? 2) What are your concerns regarding this period of performance? 3) How long is your typical contractual arrangement established with vendors and subcontractors? b. Contract Incentives. 1) The Government is contemplating option-year incentives based upon contractor performance. Under this type of incentive structure, the contractor would be eligible to earn additional option years by meeting performance thresholds during evaluation period(s). a) How does your company view the ability to earn option years based upon performance? b) What would be your recommended criteria for assessing performance? 2) What type incentives do you believe would best motivate you to offer continuous aircraft availability improvements while driving down program cost? c. Contract Transition Period. The Government is contemplating a 60-90 day contract transition period. 1) How long of a transition period do you think would be adequate for contract start up? a) Consider time to hire, train, prepare for overseas deployment. 2) How long would it take to get passports and visas for new employees? 3) How long would it take to have personnel relocate to sites? 4) Do you anticipate Security Clearance issues? d. Identify and describe risks you perceive on this potential contract for: 1) Subcontract management 2) Spares support/inventory 3) Program management 4) Personnel training 5) Engine support 6) Aircraft maintenance planning 7) Contract Phase-in 8) AOG support 10) Drop-in maintenance e.
