- This contract action is for the acquisition of supplies for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106(b)(1). The National Institute of Environmental Health Science (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Hudson Alpha Institute for Biotechnology, 601 Genome Way, Huntsville, AL 35806, for the purchase of (Whole Genome Bisulfite Library Prep and Sequencing on HiSeq x 10 (2 lanes), to develop assays to detect exposure to environmental contaminants that cause changes in the epigenome. The Whole Genome Bisulfite Library Preps and Sequencing on HiSeq x 10 (2 lanes) will be procured to identify adverse effects from human exposure to tobacco and eCigarettes. Phase 1 on this experiment was carried out at GSL-HA using the CEGX TruMethyl Seq Oxidated bisulfite protocol and (2 lanes) of the HiSeq x 10 instrument to measure methylation on 6 samples. Phase 2 on this project from additional samples from the same experiment will be pooled with Phase 1 data. In order for this pooling to be successful, the methodology, instrumentation, and preprocessing of >1000 gigabytes of data must be 100% compatible between these two parts of the experiment. The ability to maintain continuity of experimental procedures is crucial to the success of the Environmental Epigenomics Group at the NIEHS, RTP, NC. It has been determined that Hudson Alpha Institute for Biotechnology, is the only known responsible source capable of providing these supplies and no other supplies will satisfy the agency's requirements. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541990 "All Other Professional, Scientific and Technical Services" and a Size Standard of 15.0 M. NIEHS will solicit and negotiate directly with Hudson Alpha Institute for Biotechnology and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Interested parties must express their interest and must be submitted in writing via email to Valarie K. Sims at sims3@niehs.nih.gov and are due by 10:00 AM on March 30, 2017. No faxed documents will be accepted. If no responsive statements are received by the due date, an award will be made to Hudson Alpha Institute for Biotechnology.
