DEPARMENT OF COMMERCE (DOC) NATIONAL OCEANIC AND ATMOSPHERIC ADMINSTATION (NOAA) NATIONAL ENVIRONMENTAL SATELLITE, DATA AND INFORMATION SERVICES (NESDIS) OFFICE OF SATELLITE GROUND SERVICES (OSGS) TRANSITION AND SUSTAINMENT BRANCH REQUEST FOR INFORMATION - DATA ANALYTICS Introduction: This RFI is being provided to conduct market research in accordance with Federal Acquisition Regulations (FAR) Part 10. The intent is to identify sources and assess industry capabilities in the area of Data Analytics relative to gathering Measures of Performance (MOP) and Measures of Effectiveness (MOE), predictive analytics, mean time to failure (MTTF) data, and risk mitigation costing for NOAA satellite ground systems. Initiatives that may be undertaken as a result of information gained through RFI responses could result in projects focused on infrastructure improvement initiatives. These initiatives would have the benefits of greater operational effectiveness through efficiencies gained through the application of Data Analytics to daily operations. NOTE: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotes (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. In submitting a response, you are solely responsible and accountable for all of the expenses associated with your response. Small businesses are strongly encouraged to reply to this notice. The information contained in responses to the RFI may be used by the assigned OSGS project office to seek funding assistance and contract support through the NOAA Small Business Innovative Research (SBIR) program in FY 2018. There are no guarantees in this regard. NOAA SBIR program emphasis is placed on high priority areas of research interest and importance according to agency needs and funding availability. Background: The purpose of this RFI is the obtain information leading to an assessment of industry capabilities interested in performing research and advancing technologies related to Data Analysis relative to satellite ground systems. NOAA wishes to evaluate the potential to develop the capability to collect and evaluate ground enterprise performance data applicable to different systems, technology platforms, and IT refresh cycles. Collection and analysis of the information derived from these systems is intended to allow project leads to make informed decisions regarding sustainment investments, and consequently highlight critical investment needs/outcomes in a budget constrained environment. The disparate NOAA ground systems under which Data Analytics information would be utilized include: A. Geostationary Operational Environmental Satellite (GOES) B. Polar-orbiting Operational Environmental Satellites (POES) C. Other NOAA/NESDIS operational Satellite Ground System Servers All of the above systems are currently operated and maintained by the NESDIS Office of Satellite and Product Operations (OSPO), with sustainment services provided by OSGS Areas of Research Interest: The Government requests information on industry capabilities and requires a greater understanding of the state of the art in Data Analytics that could potentially be exploited and further developed (by means of feasibility studies, research and development prototype development, testing, demonstrations etc...) through different architectures that include, but are not limited to: A. GOTS: Exploration/studies of Government-Off-The Shelf solutions that may be currently utilized by other Government agencies on similar systems/technologies. B. COTS: Studies/analysis/identification of Commercial-Off-The Shelf applications that could potentially be modified and applied to NOAA requirements. C. CLOUD: Investigation of service based capabilities that allow for ingest of NOAA system-related data into a CLOUD application and the generation of data sets resulting from various queries applicable to different NOAA ground systems. D. Modeling/Design-Build architectures starting with feasibility and design studies, concept exploration, design concept development (prototypes), and finally demonstration models and refinements. E. Other: Feasibility Studies that identify other potential architectures that create a path for the Development, Deployment, and Operationalization of Basic Tool Set capabilities using one or more of the above options (A-D) with expandability and potential for capabilities enhancements across the NOAA enterprise.
