Description
PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Life Technologies Corporation, 3175 Staley Rd., Grand Island NY 14072. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 334516; the size standard is 500 employees. The FBI Laboratory Division (LD), DNA Support Unit (DSU) has a need to procure a quantity of 3 ProFlex TM PCR Systems and a quantity of 1 3500xL Genetic Analyzer. It is critical that the DSU acquire a new thermal cycler system for evaluation and begin validating the current DNA protocols on it, in order for the FBI Laboratory to be in a position of replacing its aging GeneAmp® System 9700 instruments when they begin failing. The ProFlex TM is a new thermal cycler instrument manufactured and validated by Applied Biosystems/Life Technologies for forensic applications. Thermo Fisher has tested this systems using all amplification kits currently in use for casework and databasing with 100% concordance, comparable stutter ratios, equivalent or lower allele drop-out rate, and comparable color and locus balance between the Proflex TM 96Well PCR System and the GeneAmp® System 9700. The Proflex TM 96Well PCR System has a single 96-well format, along with a 2 x 96-well format and a 2x 384-well format, which could potentially be used for databasing. Additionally, the Applied Bio-systems 3500xL Genetic Analyzer is the newest generation of capillary electrophoresis instruments used for forensic DNA analysis. The FBI already laboratory owns a quantity of 6 3500xL Genetic Analyzers, and it now requires 1 additional unit to maintain its required level of throughput. Market research has determined that the DSU's requirements can only be met by the instruments manufactured by Life Technologies Corporation. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interest and capabilities to respond to this requirement or submit proposals to this office by 5:00PM EST, Friday 24 March 2017, by e-mail to the attention of Eliana York, Contracting Officer, at eliana.york@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. A Justification and Approval (J&A) supporting this procurement is available upon request. Vendors must be registered in SAM effective 29 July, 2012, to be eligible to receive a Government contract. The FBI is utilizing a new financial system that has a direct interface with SAM. If any current FBI vendor data conflicts with SAM data, the information contained in SAM may override the Bureau current information. The Offeror's information in SAM must be updated and accurate, and shall include Tax ID#, EFT, DUNS#, address and contact information. The EFT banking information on file in SAM will be used to process payment to vendors.
