- This is a Synopsis announcement in accordance with FAR 5.202 in anticipation of a future contract award. The Naval Sea Systems Command (NAVSEA) has a requirement for ship repair and modernization during the USS GERALD R. FORD (CVN 78) Continuous Incremental Availabilities (CIA), Planned Incremental Availabilities (PIA), Full Ship Shock Trials (FSST), and Continuous Maintenance & Emergent Maintenance (CM & EM), all occurring during the ship's early service life period. The efforts will begin December 2017. The CVN 78 ESLP contract is needed to facilitate the necessary advance planning, continuous maintenance efforts, emergent repairs, modernization efforts (to include cyber security), FSST, and Chief of Naval Operations (CNO) scheduled availabilities during the five year period of performance. The proposed contract will allow for the acquisition of supplies and services related to maintenance and repairs on USS GERALD R. FORD (CVN 78). The Navy has determined that the use of other than full and open competition is appropriate to award a contract to Huntington Ingalls Industries, Newport News Shipbuilding, VA (HII-NNS), to serve as the Lead Maintenance Activity (LMA), to support ship repair and modernization during CVN 78 early service life period. HII-NNS is the only responsible source capable of satisfying the Navy requirements for this procurement. The anticipated contract type for the CVN 78 ESLP will be a Single Award IDIQ. The performance period will span five (5) years. As the first of its class, the CVN 78 incorporates an unprecedented number of new technologies and new design components, for which HII-NNS, as the design and construction shipyard, has unique experience with installation, testing and integration with the many distributed systems throughout the ship.
