Description
Statement of Work Synopsis: NASA/NSSC has a requirement for Autocollimator and Autostigmatic microscope (W2-AM) with wavefront testing capabilities and a wide FOV. This procurement is for one (1) W2-AM, which includes in the body of the instrument a red LED (~635 nm) with a 25.4 mm diameter and 100 mm effective focal length doublet collimating lens, light source and cable. It also includes a Nikon 10x, NA 0.30 objective; a ~14 μm pinhole; a closed loop piezo stage and controller with an additional 100micron travel; a Point Grey CM3-U3-31S4M; a Dell E5570 notebook computer (i5 with HD, 1920 x 1080 display or similar); and finally, phase retrieval software optical alignment. NASA/NSSC intends to issue a sole source contract to William P. Kuhn PHD LLC dba Opt-E 3450 S Broadmont Dr. STE 112 Tucson, AZ 85713 under the authority of FAR 13.106-1(b)(1)(i). It has been determined that Opt-E is the sole provider of Autocollimator and Autostigmatic microscope (W2-AM) with wavefront testing capabilities and a wide FOV. NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Goddard Space Flight Center (GSFC). The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 333314 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 1:00PM CST on March 23, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
