- See attached request for quote for base and four option years. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A request for quotation is being requested under solicitation number DJF-17-2500-PR-0003282 using Simplified Acquisition procedures for a base and four option years. The solicitation documents and incorporated provisions and clauses are in effect through Federal Acquisition Circular 2005-95. The North American Industry Classification System (NAICS) code is 541511 and the business size standard is 500 employees. This will be a Firm Fixed Price contract. This is a 100% Small Business Set-Aside. This requirement is to procure Informatica software maintenance for products and licenses that already exist at the Federal Bureau of Investigation. This action will be a Brand Name competition among authorized resellers of Informatica. The terms and conditions for the Informatica maintenance shall be included with the quote. The award will be made based on lowest price technically acceptable (LPTA) evaluation criteria. Section 508 Compliance Requirements Unless the Government invokes an exemption for work performed in support of this requirement, all Electronic and Information Technology (EIT) products and services proposed shall fully comply with Section 508 of the rehabilitation Act of 1973, per 1998 Amendments, 29 United States Code (U.S.C.) 794d, and the Architectural and Transportation Barriers Compliance Board's Electronic and Information Technology Accessibility Standards at 36 Code of Federal Regulations (CFR) 1194. The contractor shall identify all EIT products and services proposed, identify the technical standards applicable to all products and services proposed and state the degree of compliance with the applicable standards. Additionally, the contractor must clearly indicate where the information pertaining to Section 508 compliance can be found (e.g., vendors or other exact web page location). The contractor must ensure that the list is easily accessible typical users beginning at time of award. Specifically, the following applicable EIT accessibility standards have been identified: 36 CFR 1194.21 - Software Applications and Operating Systems, 36 CFR 1194.22 - Web-based Intranet and Internet Information and applications; 36 CFR 1194.31 Functional Performance Criteria; and 36 CFR 1194.41 Information Documentation and Support. Internet Protocol, Version 6 (June 2012) (a) Any system hardware, software, firmware and/or networked component (voice, video or data) developed, procured, or acquired in support and/or performance of this award shall be capable of transmitting, receiving, processing, forwarding and storing digital information across system boundaries utilizing system packets that are formatted in accordance with commercial standards of Internet Protocol (IP) version 6 (IPv6) as set forth in the USGv6 Profile (NIST Special Publication 500-267) and corresponding declarations of conformance defined in the USGv6 Test Program. In addition, this system shall maintain interoperability with OPv4 systems and provide at the same level of performance and reliability capabilities of IPv4 products. (b) Specifically, any new IP product or system developed, acquired, or produced must: (1) Interoperate with both IPv6 and IPv4 systems and products, and (2) Have available contractor/vendor IPv6 technical support for development and implantation of fielded product management. (c) As IPv6 evolves, the Contractor commits to upgrading or providing an appropriate migration path for each item developed, delivered or utilized at no additional cost to the Government. The Contractor shall retrofit all non-IPv6 capable equipment, as defined above that is fielded under this contract with IPv6 capable equipment, at no additional cost to the Government. (d) The contractor shall provide technical support for both IPv4 and IPv6. (e) Any system or software must be able to operate on networks supporting IPv4, IPv6 or one that supports both. (f) Any product whose non-compliance is discovered and made know to the Contractor within one year after acceptance shall be upgraded, modified or replaced to bring it into compliance at no additional cost to the Government. The following clauses and provisions are incorporated by reference and apply to the acquisition: FAR clauses: 52.212-1 Instructions to offeror - Commercial Items (JAN 2017); 52.212-2 Evaluation -m Commercial Items (OCT 2014); 52.212-3 Offeror Representation and Certification (JAN 2017); 52.212-4 Contract Terms and Conditions (JAN 2017); and 52.212.5 Contract Terms and Conditions required to Implement Statues or Executive Orders (JAN 2017). Each offeror shall include a complete copy of the clause 52.212.-3 Offeror Representations and Certifications - Commercial Item (NOV 2013). Quoters are hereby notified that if your proposal is not received by the date/time via-e-mail, then it will be considered late in accordance with Federal Acquisition Regulation (FAR) Clause 52.215-1(C)(3) Instructions of Offerors Competitive Acquisition (JAN 2004). It is the responsibility of the quoter to ensure that your submission is received at or prior to the noted date/time. Quoters are hereby notified that the only acceptable evidence to establish the date/time sent is in accordance with FAR Clause 52.215.1(3).Should any quoters have question(s) and/or clarification pertaining to the RFQ, he/she must submit in writing to the Contracting Officer, Andrea K. Walker via e-mail at Andrea.Walker@ic.fib.gov and Rita.hardy-thompson@ic.fbi.gov by March 23, 2017, 3:00pm EST. Question/clarification submitted after March 23, 2017, 3:00pm EST, will not be accepted. The FBI has a new financial system that has a direct interface with the System for Award Management (SAM). Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNs, addresses and contact information. The EFT banking information on file in SAM will be what the FBI will use to issue payments to your organizations for receipt of proper invoices.
