This is a SOURCES SOUGHT ANNOUNCEMENT ONLY.    It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the  Government to award a contract.  Requests for a solicitation will not receive a response.  Responses to this Sources Sought must be in writing.  The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified businesses interested and capable of providing the requested commodities. This acquisition implements a 100% set aside for Small Businesses. The NAICS Code is 333923; size standard is 1,250 employees. Responses to this notice shall include the following: (a) company name    b) address (c) socio-economic status, (d) point of contact (e) phone, fax, and email (f) DUNS number (g) Cage Code   (h) Tax ID Number (i) and must    provide a capability statement that addresses the organizations qualifications and ability  to perform as a contractor and provide the commodities described below.       Also looking to identify all small business manufacturers of Engine Powered Articulating Boom Lifts. Engine Powered Articulating Boom Lift with Jib See Statement of Work below. The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.   Notice to Potential Offerors: All Offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). It is desirable that any Offeror to have completed their business Online Representations and Certifications Application (ORCA). Additionally, all Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at http://vip.vetbiz.gov.  Requests for information and resultant responses shall be submitted directly to the contracting officer, Paul Speedling at Paul.Speedling@va.gov. NO TELEPHONE CALLS WILL BE ACCEPTED. All submissions should be received no later than 5:00 pm Eastern Standard Time on March 29, 2017. Engine Powered Articulating Boom Lift with Jib STATEMENT OF WORK FOR Engine Powered Articulating Boom Lift with Jib 632-17-2-3087-0032 The below specifications detail the requirement for Engine Powered Articulating Boom Lift with Jib. The contractor shall provide all labor, equipment, supplies, materials, engineering design, and supervision to design, manufacture, and deliver this equipment. Design and delivery shall be coordinated with the Contracting Officer's Representative (COR). PHYSICAL SPECIFICATIONS: 1) Must have a minimum of 500 lb. Work Load Limit (WLL) 2) Work Load Limit must be visibly marked on the lifter in at least two locations and must be placed in such a way as the markings are visible during product use 3) Must comply with ISO 3874 and ANSI/ASME B30.20 standards 4) All components shall be primed and painted in a durable paint coating that is bright or reflective safety colored to provide appropriate corrosion resistance. Touch-up paint will be required to repair any damages during shipping. 5) Must be fully assembled upon delivery 6) Required 90 days maximum after date of award but, will accept delivery as soon as possible CONSTRUCTION SPECIFICATION: Purchased components must meet two requirements. The component is top of the line in quality and replacement parts are locally available to the customer throughout the United States. WARRANTY: Prospective vendors shall be able to provide direct manufacturer support and shall directly issue a manufacturer's limited factory warranty to the government, Should cover (3) three years parts & Labor, excluding Batteries & Tires. REQUESTED SUBMITTAL INFORMATION: 1) If applicable, brand names of major purchased components provided as part of the articulated boom lift shall be noted on the vendor offering. This information is for REFERENCE ONLY and should not be construed as an attempt to limit competition. Specified brand names provided will not be given any weight during technical review and evaluation. 2) Vendor shall provide a cut sheet(s), schematic(s), diagram(s), or similar clearly indicating articulated boom lift features. DELIVERY LOCATION: The delivery area is located: Department of Veterans Affairs Medical Center 79 Middleville Road Building 36; Northport, New York 11768 CODES: Vendor shall comply with accepted manufacturer process, as well as current Occupational Safety and Health Administration, Labor Department, and New York codes, laws and regulations as applicable to this statement of work. FINAL INSPECTION: All material delivered must meet specifications provided and will be inspected by Operations Supervisor: Gerard Foerst.
