THIS IS A SOURCES SOUGHT NOTICE. (A Sources Sought is defined as not an actual bid or proposal solicitation; instead, it's a solicitation of interest. Think of a Sources Sought as market research being conducted by a government agency to determine what the capabilities and interests of the marketplace are).This is not a request for actual bid or proposal solicitation. A solicitation will not be issued at this time. The Department of Veterans Affairs, Phoenix VA Health Care System (PHOVAHCS) has a requirement for a new Nikon Eclipse Ni-U Upright Pathology Microscope. The intent of the procurement is to award a firm-fixed price contract. To maintain the standard of the Anatomic Pathology Department of the Pathology & Laboratory Medicine Service (P&LMS) at the Phoenix VA Health Care System (PHOVAHCS) they are requesting the purchase of a multi-headed microscope (Nikon Eclipse Ni-U Upright Pathology Microscope); also requesting the purchase of an attachable camera/video camera for an existing microscope. Both pieces of equipment will be solicited and awarded together. The multi-headed microscope is necessary for daily quality assurance meetings with the staff pathologists and any guest physicians. The attachable camera/video camera will be added to the microscope of the Chief, P&LMS. The microscope components and systems will meet all specifications as described in this document. The supply acquisition does not involve connection of contractor-owned IT devices to the VA internal network, therefore the C&A requirements do not apply and a security accreditation package is not required. The instrument to be purchased does not have the ability to store any data, nor interface to the VA network, nor accept patient demographic information in any way. Phoenix VA Health Care System (PHOVAHCS): Pathology & Laboratory Medicine Service (P&LMS) 650 E. Indian School Road Phoenix, AZ 85012 The applicable NAICS code is 339112 Surgical and Medical Instrument Manufacturing. Small Business manufacturers for this NAICS code have a size standard of 1,000 employees.   The resulting contract will be a firm fixed price order. The term of the contract is intended to be 30 calendar days ARO, with no options included. It is anticipated that a Request for Quotes will be issued in March 24, 2017. Award of a firm fixed price contract is contemplated by March 31, 2017. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB), Veteran Owned Small Businesses (VOSB), Small Businesses (SB), or Large Business capable of performing the requirements to warrant a socio-economic set-aside or full & open competition. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and the Small Business Administration (SBA) database. Registration may be accomplished at http://www.vip.vetbiz.gov/ and www.sba.gov/, respectively. Interested parties responding to this sources sought request shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to capability of performance of residential renovation projects (including references); (3) intentions of subcontracting program to include set-asides; (4) proof of registration in the VA Vet Biz or SBA websites or intention of registration prior to submission of offers to a solicitation; (5) documentation on company s bonding capacity and limitations; and (6) any other pertinent company documentation. The response date to this Sources Sought notice is February 24th, 2017 at 10:00 pm EST. This market research is for informational and planning purposes only to determine if a socio-economic set-aside, or full & open competition, or sole-source procurement is appropriate. The Government will not pay any costs for responses submitted. Electronic submissions are acceptable via Danja.holly@va.gov. ALL FIRMS ARE INSTRUCTED NOT TO CALL THE INDIVIDUAL VA MEDICAL CENTERS REQUESTING MORE INFORMATION. Statement of Work Scope: The Anatomic Pathology Department of the Pathology & Laboratory Medicine Service (P&LMS) at the Carl T. Hayden VA Medical Center (CTHVAMC) is requesting the purchase of a multi-headed microscope. They are also requesting the purchase of an attachable camera/video camera for an existing microscope. Both pieces of equipment will be solicited and awarded together. The multi-headed microscope is necessary for daily quality assurance meetings with the staff pathologists and any guest physicians. The attachable camera/video camera will be added to the microscope of the Chief, P&LMS. The microscope components and systems will meet all specifications as described in this document. The supply acquisition does not involve connection of contractor-owned IT devices to the VA internal network, therefore the C&A requirements do not apply and a security accreditation package is not required. The instrument to be purchased does not have the ability to store any data, nor interface to the VA network, nor accept patient demographic information in any way. General Requirements: Specifications as set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance of the instrument. The offerors shall meet or exceed the minimum requirements and shall be held responsible for the performance and overall quality of the requested instrument during the instrument s warranty period. The instrument, based upon the specifications requested, shall be the newest and the most current model. A refurbished is not acceptable. Instrument requirements for Multi-Headed Microscope (Hereafter microscope): The microscope shall: Have a primary driver microscope with 7 other heads attached, such that a single image can be viewed in all 8 heads simultaneously. Be capable of the following configuration: Driver Have the following Objective Lenses: 2x, 10x, 20x, 40x, 60x dry, 100x oil on a 6-position objective. Have a Polarizer, on a rotating lens. Be sufficient to read Immunohistochemistry slides, including Hematolxylin & Eosin (H&E) and Diamino Benzidine (DAB) preparations. Be capable of performing gout analyses. Have 10x eyepiece lenses with diopter adjustment and micrometer scale. Have a LED pointer assembly. Have a tilting, ergonomic head assembly for the driver. The vendor shall also give a quote for tilting head assemblies for all 8 heads. Have dust covers included in the quote. Have capability to attach a camera or video camera. The microscope does not require: Fluorescence Motorization The microscope and components shall utilize 100 120VAC standard, 3-prong electrical plugs. Any additional costs such as industrial funding fees, special shipping and handling fees, or other usage fees must be clearly indicated in the price quote. Instrument requirements for Camera/Video Camera (Hereafter Camera): CTHVAMC is requiring two Cameras. Both cameras shall be awarded together, along with the multi-headed microscope in this solicitation. One camera shall be compatible with the multi-headed microscope in this solicitation. The second camera shall be compatible with a Nikon Eclipse E-400 microscope, which is already owned by the CTHVAMC. Both cameras shall: Have capability of capturing still images or recording video. Have capability of being connected to a computer, where the images/video can be displayed or projected. Come with applicable software. Installation, including Verification/Validation, Training: The vendor/distributor and/or the manufacturer must provide all necessary procedure manuals, troubleshooting manuals and operator manuals. Installation of the multi-headed microscope and both cameras shall be included in the quote. Installation shall be performed by the Contractor or by a sub-Contractor who is certified on the Contractor s equipment. Repair and Maintenance: Manufacturer will provide troubleshooting manual. The CTHVAMC Bio-Medical Department shall manage the service and repair contract on the equipment. Mandatory Value-Added Characteristics: These characteristics are mandatory, and will be considered in the best-value determination. Value added characteristics include, but are not limited to: Provide utility requirements (electrical, media disposal, etc.) which should include all necessary SDS documents. Provide environmental requirements (heat/cool, humidity, light, etc.) and recommendations for instrument and testing material storage. The manufacturer should define maintenance requirements and indicate what maintenance is performed by the user.
