Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. The Naval Facilities Engineering Command, Europe Africa Southwest Asia (EURAFSWA) is seeking firms capable of performing the work for the design-build construction and development of new water wells and the replacement of industrial controls system (ICS) at Camp Lemonnier in Djibouti, Africa. Project Description The project will include the drilling and testing of pilot boreholes; preliminary and final production water supply well designs; new production water well installation, completion, development, and testing; and connection to existing water treatment facility. In addition, the project will include a maintenance plan for the new wells and a survey and assessment of the existing water wells. Drilling and installation of new production water supply wells and water quality testing with a minimum diameter of 228.5 millimeters (9 inches), the water production from the new water supply wells will be at rate of approximately 1.5 cubic meters per minute (400 gallons per minute). The ICS work will include the replacement of an outdated ICS system with a new redundant ICS system. The appropriate NAICS code for this project is 236220. This office anticipates award of a contract for the project this calendar year. All interested firms are encouraged to respond to this Source Sought Synopsis. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSALS. This synopsis is a market research tool being used to determine the availability and capability of potential sources prior to determining the method of acquisition and ultimate issuance of an award. The Government is not obligated to and will not pay for any information received from the potential sources as a result of this synopsis. It is requested that interested firms submit to the contracting officer a brief capabilities statement package (no more than 15 pages in length (single-sided), single spaced, 12 point font minimum) demonstrating ability to perform the requested services. The documentation shall address the following: (1)Experience in performing efforts of similar value, size, and scope within the last seven (7) years including contract number, indication of whether your firm acted as a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the submitted project relates to the project description provided herein. (2)Company Profile to include the following: a.Name of the Firm b.Address c.Point of Contact d.DUNS Number e.CAGE/NCAGE Code f.Office Location(s) (3) Identify that your firm is willing to work at the specified location. RESPONSES ARE DUE NLT 05 April 2017 @ 2:00 PM CEST. The submission package shall be forwarded electronically to Stephen Astwood at stephen.astwood@eu.navy.mil and Karoline Duffy at karoline.duffy@eu.navy.mil.
