- Special Notice FA4610-17-R-0006 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE 30th Contracting Squadron, Vandenberg AFB, CA intends to award a Firm Fixed Price contract on a sole source basis with an effective date 01 December 2017 and potentially ending 30 November 2019 (contemplating a 1 year base and two 6-month options for a total of 2 years) to SAT Corporation. Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. Currently, the Joint Functional Component Command for Space (JFCC Space) support requirements are being performed under the basic terms and conditions of the Geolocation Global Support Services (GGSS) contract FA4600-12-C-0011. This contract, under which the work to accomplish the requirements, expires at midnight 30 November 2017. Follow-on acquisition is currently being worked by 30 CONS/LGCZ to award a 5-year contract for the JFCC Space support requirements. However, there will be a gap from current expiration on the GGSS contract 30 November 2017 and the award of a new contract before 1 December 2019. Award of the follow on contract before the execution of an option period will negate the necessity of exercising the option. Performance of the bridge contract will begin 1 December 2017. This sole source award to SAT Corporation will accomplish this work during the gap time period. Due to the critical nature of the JFCC Space support to national defense and the need for uninterrupted service, it's in the government's best interest to award a sole source short-term interim contract to SAT Corporation. This contract shall support the 614 Air and Space Communications Squadron (ACOMS) in supplying 24/7/365 Carrier Monitoring, Interference Detection, Geolocation,/Mitigation and Electromagnetic Interference analysis on the Ultra High Frequency, C- and Ku-Band frequencies for JFCC Space. The 614 ACOMS mission at Vandenberg is to sustain, integrate, and protect the cyber infrastructure for the world's only JSpOC. The JSpOC is a synergistic command and control weapon system focused on planning and executing United States Strategic Command's (USSTRATCOM's) JFCC Space mission. Mission assurance for JFCC Space necessitates no breaks in service. The loss of the GGSS contract poses an immediate risk due to the unique operations of JFCC Space's critical mission systems. To mitigate the risk of unacceptable delays in fulfilling the agency's requirements, the Government has determined it necessary to execute a sole source contract to SAT Corporation to provide a gap in services while a follow on is competitively awarded. The closing date for any responses to this proposed contract action is 6 April 2017.
