- The purpose of this Amendment is to provide answers to questions submitted. Solicitation N63394-17-T-0065 Questions and Answers Submitted Question 1: How essential is knowledge of the Naval Surface Warfare Port Hueneme organization, objectives, programs to the evaluation/selection process? Answer 1: Vendor needs to know how work is contracted and how a Navy Working Capital Fund operates. Question 2: Is there a vendor (or vendors) currently delivering training to the organization? If so, do they have this course in their catalogue or the capabilities to deliver this course? Answer 2: This is a new requirement. There is not currently a vendor. Question 3: Is there a page limit to the proposal? Answer 3: No. Question 4: How detailed a technical description of the course is needed? Would a detailed course outline be sufficient or a more text oriented description of the course and activities? Answer4: We need as detailed a description as possible to clearly make a decision if your off-the-shelf course meets our requirement. Question 5: How many past performance descriptions are requested? Is it a limit or minimum number? Answer 5: There is no minimum or maximum number of past performance descriptions. Question 6: How many references are requested? Is it a limit or minimum number? Answer 6: There is no minimum or maximum number of references. Question 7: Is a sub-contractor allowed to deliver this work and can their past performance be included in the proposal? Answer 7: The factor for award of this contract is lowest price technically acceptable. If it were awarded to your company, our contract is with you, not the sub-contractor. Question 8: Is the course expected to be delivered in four (4) consecutive days, four separate days with several days in between, or any other configuration? Answer 8: The course is expected to be delivered in four (4) consecutive days. Question 9: There are fifteen (15) topic areas, in order to scope this training effort we need to know how the training objectives are defined, in other words what is the training end state? For example a few questions on the topic areas are: Impacts, Familiarization, and Utilization are open to interpretation what is the training end state for these topics? There is also topic areas Funding, and Funding Estimates, how are they different? In terms of the topic area Identification, is that the same as Requirements? Answer 9: Training will be as it relates to the Navy Working Capital Fund. You need to know how work is contracted and how a Navy Working Capital Fund operates. Question 10: Is there a proposal format, in terms of the proposal's organization, how many pages, is there a section where you want the signed, filled out, and required representations and certifications, is there a separate technical and a cost volume, etc. Answer 10: There is no specific format for the proposal. There is no minimum or maximum number of pages. Proposals should clearly define what will be covered, the total cost of the class, and instructor information. Question 11: How do you want cost broken out, is each class to last 32 hours? In the cost proposal, our assumption is that labor, training materials, and travel are separate? Is there an estimate of how many classes will be given? Answer 11: There is no need to break out the cost. Only the total cost is needed. Question 12: What is the period of performance (PoP), in the announcement the PoP is listed as ARO-30 Sept 2017 (is ARO = after receipt of order); if so how long is the PoP? Answer 12: This requirement is for one (1) four (4) day (32 hours) class. The PoP is ARO-30 Sept 2017 to indicate that the class should be held within the time the order is received and the last day of our fiscal year.
