***** THIS IS A SOURCES SOUGHT NOTICE ONLY***** ***THIS REQUIREMENT WILL BE SET-ASIDE 100% FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESSES* The Department of Veteran Affairs, VA Dallas Medical Center intends to solicit and negotiate a design-build, firm-fixed price contract to provide all necessary design and build services for campus wide wayfinding signage including exterior signage located at 4500 South Lancaster Rd, Dallas, Texas 75216. **To express interest in this project please contact Krystal S Glasper, Contracting Officer, by email at krystal.glasper@va.gov. STATEMENT OF WORK VAMC DALLAS PATIENT WAYFINDING PROJECT Interior and Exterior General Outline of Project This statement of work includes Part 1- Interior Wayfinding and Signage and Part 2-Exterior signage. These 2 parts are further broken down as shown below. General Information on Parts 1 and 2 Part 1, Interior Wayfinding and Signage, will include subparts a, b, c, d and e. All work to be done at the Dallas VA Medical Center 1a includes: programming and schematic development of a complete interior wayfinding system- with 2 separate but equally effective ideas, refined and put into a power point presentation for leadership s review and selection. 1b will include the design development of the selected wayfinding system, and a package with 100% complete drawings with specifications for a complete interior wayfinding system in buildings: 2J, 2, 74, 1, CLC (bldg.60) and 72 and the complex connections between these buildings. 1c will include the removal of old interior signage and the manufacturing and installation of all new interior signs and directories divided into 6 phases. The manufacturing and installation of the new architectural elements, color blocking or other decided imagery or elements may or may not be included depending on the extent of construction needed to implement these elements. Additional details are on the following pages 1d will include printing out the VA Dallas s current visitors guide and red-lining it for all corrections. 1e will include reviewing, deciding on needed updates (with wayfinding team and public affairs) and updating the existing scaled model of the Dallas campus, currently displayed under plexi-glass outside the executive office. Part 2, Exterior Signage, will include exterior signage at the Dallas VA Medical Center campus (phase 2- phase 1 completed last fiscal year). This includes removal and disposal of old signs and all new signs with associated prep of area, installation and clean up. Exact signs and additional details are on the following pages. Detail Information on Part 1 with subparts Subpart 1a of the project will plan, design and program a complete interior sign/wayfinding program for the VAMC Dallas Campus located at 4500 South Lancaster Rd. Dallas, Texas 75216. With the assistance of an integrated project team comprised of VA staff and experts in interior wayfinding, this project will require careful analysis of all locations and relationships of all services on the Dallas campus. The solution will provide orientation to all patients and visitors from the time they enter one of the many entrances until they exit to the parking lot. The design should clearly define the space the visitor has entered and describe how they will proceed to their planned destination using as little directional signage as possible. The contractor will provide concepts, and designs for a complete solution based on an overall understanding of the medical center and life safety codes. Creative and healing elements combined with wayfinding best practices will be implemented. The final product will be 100% design drawings and specifications incorporating new interior room signage, directional signage and the creative use of architectural elements, colors/color blocking, photographs of nature or other innovative ideas (other than written words). In addition to the creative wayfinding solution, this project will also include reviewing VA Dallas existing interior signage standards and refining these as needed and agreed on by the IPT. The completed integrated solution will include all areas in bldgs.: 2J, 2, 74, 1, CLC (bldg.60) and 72----and the complex connections between them. The final solution will be a clear, intuitive and easily communicated environment that provides easy direction to patients traveling to all parts of the Dallas campus. Once the architectural elements, decided on, are installed, minimal directional signs will be needed. The project will also include: re-numbering of some rooms in building 2, current numbering review of all rooms in all buildings listed above, new code/life safety signs based on the International Building Code. An Integrated Project Team including representatives from Engineering, Interior Design, Space planning, MAS, Public Affairs and others will work with the vendor to develop and decide on the design of all interior wayfinding concepts and signage. A total of two different conceptual proposals will be organized and put into a power point presentation for VA leadership. These proposals should present graphics, floorplans, drawings, sketches etc. for each of the 2 ideas. These will be loose, schematic, presentations that communicate the spirit of each of the two interior wayfinding ideas to leadership. Deliverables for 1a will include: 1 electronic power point presentation with 2 separate ideas for interior wayfinding to present to leadership. Vendor will be in attendance when the integrated project team presents to VA leadership. Subpart 1b Once the IPT and leadership have chosen one of the 2 interior wayfinding ideas Design development of the selection will proceed. There will be hard copy reviews at 30%, 60% and 90%.....ending with 100% documents. These 100% documents will include: detailed interior signage drawings, material specifications, message schedules, and mounting instructions for each sign type (including room signs, directionals and all life safety signs) and interior architectural elements linked with associated floorplans showing the location of each sign or architectural element. The final package will have all documents needed for manufacture and installation of sign standards and manufacture and installation of the new architectural elements, color blocking or other decided imagery or elements. Deliverables for 1b will include: 5 hard copies of 100% drawings and specifications and 1 electronic copy of 100% drawings and specifications. Subpart 1c Using 100% design documents from phase 1b----that include: detailed interior signage drawings, material specifications, message schedules, and mounting instructions for each sign type linked with associated floorplans----the firm will begin manufacturing of all signage based on specifications. The firm will also begin manufacturing of the interior landmarks or interior elements (if these are decided to be purchased with interior signage) that work with the signage and directionals. All the manufacturing of the signage and interior elements must be completed, delivered and installed in 6 separate phases. These 6 phases will be decided on during design development. The IPT with the firm will decide exact boundaries for each phase. The firm will provide construction implementation services to include: planning of all documents for manufacturing---broken into 6 phases, pre and post installation surveys and related punch-lists as required. Subpart 1d will include updating the existing VA North Texas Visitors Guide (see attached A) The vendor will redline a copy of the current outdated guide. The entire document should be updated in red ink (with the help of the VA integrated project team)---including the existing maps, directory of service locations, 3D exterior drawing and narrative information. After approval by IPT, this redlined copy should be clear and appropriate to give to others to update the current outdated electronic copy. Deliverables will include: 5 hard copies of red-lined old Visitors Guide (quality enough for a 3rd party to understand all updates needed). Subpart 1e As an additional part of this project and related to wayfinding and identifying locations, The vendor will also be tasked with planning and updating the current scaled model of the campus located outside the director s office in building 2. This model was last updated in approximately 1997. Deliverables will include: 1 complete (up to date according to snapshot in time decided on by IPT) 3D scaled model of the Dallas campus. A. QUALIFICATIONS FOR SCOPE OF WORK The firm shall have experience in providing design services specifically for the development of interior signage for health care facilities. The environmental graphic designer s activities and experience requirements are: 1. Primary business activity (70%) is in the field of Environmental Graphic Design performing the work of wayfinding, sign programming and design. 2. Project Manager assigned to signage planning, wayfinding and programming must have extensive experience with wayfinding and programming room and informational signing for the interior of a large complicated medical center. Included are the development of a wayfinding (directional) sign program, room number and life safety signing, Extensive experience refers to having worked on and managed multiple large sized (250+bed) medical centers as well as mental health facilities, community living centers and outpatient clinics. Examples of completed projects will need to be sent for evaluation. 3. Ability to provide all sign and landmark location plans in AutoCAD. 4. Professional member of the Society for Environmental Graphic Design. 5. Thorough familiarity with the VA s Signage Design Guide. 6. Knowledge of medical terminology and operational characteristics of medical centers and clinics. 7. Knowledge of all regulatory, life safety and ADA codes for interior signage. B. PROJECT SCOPE OF WORK 1. TASKS The Environmental Graphic Design firm will program an interior room identification sign program. This will involve sign location plans (using VA Dallas existing sign specifications reviewed and refined as needed) prepared for all of the room identification signs throughout the VA Dallas campus (see plans). This will include a complete sign message schedule identifying each sign, its message and its type. Sign location plans will be prepared showing the placement/location and mounting method of the signs. The Environmental Graphic Design firm will design and program a life safety, code and regulatory sign program. This will involve programming and sign location plans being prepared for all of the regulatory, code and life safety signs throughout the VA Dallas campus (see plans). This will include a complete sign message schedule identifying each sign, its message and its type. Sign location plans will be prepared showing the placement/location and mounting method of regulatory, code and life safety signs. The Environmental Graphic Design firm will design and program a directional/wayfinding sign program using architectural elements, colors/color blocking, photographs of nature, cove lighting or other innovative ideas (other than written words) to communicate direction to patients traveling to all parts of the Dallas campus. This will involve programming and plans being prepared, showing locations for all of the architectural elements and directional signs. This will include a complete sign message schedule identifying each sign, its message and its type. Sign and symbol location plans will be prepared showing the placement/location and mounting method of directional signs and architectural elements as required. The Environmental Graphic Design firm will take the existing VA Dallas Visitor Guide and clearly mark this up to reflect all current information. (see attached current visitors guide). The Environmental Graphic Design firm will be responsible for updating the existing campus scaled model located outside the executive office on the first floor of building 2. The Environmental Graphic Design Specialist will develop a report identifying architectural, interior design and communication problems at the facilities that need to be changed and improved to provide better identification, circulation and communication of services for patients and visitors. The Environmental Graphic Design firm will prepare complete specifications for all product(s) being specified for the project broken into 6 phases. Exact phases to be agreed upon by Integrated Project Team as a part of the design development. The Environmental Graphic Design firm will prepare suitable documents and floorplans necessary for the signage company to do a complete turn-key project. These documents will include: all sign specifications with message schedules for all buildings: 2J, 2, 74, 1, CLC (60) and 72. Once these documents are complete the signage company will demo existing old signs, manufacture, receive, sort, and install new signage. The Environmental Graphic Design firm will provide construction implementation services which include reviewing submittal and shop drawings submissions and perform a pre-installation walk thru with sign company. At completion of installation, the Environmental Graphic Design firm will make a final inspection walk through and prepare a punch list report noting deficiencies and corrections necessary for the contractor to complete the project. This will be done for all 6 phases. Examples of the types of interior signs that will be included in the scope of work are: Primary room/department identification signs; Patient room signs; Secondary room identification signs; Informational signs; Wall and ceiling mounted directional signs; Entrance lobby signs; VISN identification signage; Regulatory, life safety code and restrictive signs. Once all documents are done for specifications of the signage, the firm will oversee the manufacturing and delivery of all signs specified in the 100% construction/installation documents. Signs will be manufactured, delivered and installed in 6 phases. A representative of the VA IPT will be assigned to oversee each phase including, demo of old and installation of new signage. C. AREA OF WORK a. The interior wayfinding area of work at VAMC Dallas is defined as the interior of the medical center complex. Specifically in the following buildings and in the connections between these buildings: 2J, 2, 72, 74, 1 and CLC (60). see attached campus map and interior floorplans of buildings. Detail Information on Part 2 PART 1 GENERAL GENERAL SCOPE & VENDOR REQUIRMENTS The VA Dallas Medical Center has a requirement for exterior wayfinding signage. This Phase 2 project is in-line with the VAMCs continuing effort to move patients more efficiently throughout the hospital reducing stress on both patients and staff while increasing hospital efficiencies. The scope of this project includes Campus wide wayfinding including exterior signage. The proposed exterior signage and wayfinding package will meet all Federal, State, Department of Veterans Affairs and local requirements for safety and ADA compliance. Components will be made to compliment the architecture and exterior design themes currently being initiated using signage standards already designed (see attached drawings). All new and modified components shall be oriented around current design themes and signage design requirements. The program shall be coordinated with the VA according to facility demolition, renovation and construction schedules. This project requires a combined environmental graphics design-build organization with significant experience in developing a large-scale exterior signage/wayfinding scheme in a major medical center environment. Attached to the solicitation you will find sign drawings and estimated sign quantities for Phase 2. 1.0a REPLACEMENT AVAILABILITY All signs must be American made and on GSA Schedule. All GSA Vendors must have design services and installation clearly listed on GSA Schedule. All work shall be closely coordinated with the designated VA personnel. The various phases shall be closely supervised by the design/build contractor and regular on-site planning meetings between all parties are mandatory. 1.0b ENVIRONMENTAL INITIATIVES It is important to the VA that the products provided are manufactured with sustainability and environmental attributes in mind. Aluminum and extruded products for exterior should feature 75% recycled content or higher. 1.1 DELIVERY AND STORAGE A. Deliver materials to job in manufacturer's original sealed containers with brand name marked thereon. Protect materials from damage. B. Package to prevent damage or deterioration during shipment, handling, storage and installation. Maintain protective covering in place and in good repair until removal is necessary. C. Deliver signs only when the site and mounting services are ready for installation work to proceed. D. Store products in dry condition inside enclosed facilities. 1.2 APPLICABLE PUBLICATIONS A. The publications listed below form a part of this specification to the extent referenced. The publications are referenced in the text by the basic designation only. B. PART 2 DETAILED SCOPE Detailed Scope is in Addition to the General Scope Listed Above: (See sign drawings in Appendix A and estimated sign quantities in Appendix B) A. Exterior Directional Wayfinding Signage These signs shall be designed, manufactured and installed including a complete sign message schedule identifying each sign, its message and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA per attached drawings. This is more than a signage replacement project and requires an experienced wayfinding designer. B. Exterior Identification Signage This will involve programming, manufacturing and installation of exterior signs as noted. This shall include a complete sign message schedule identifying each sign, its message and its type. Sign location plans shall be prepared showing the placement/location of directional signs. A report must accompany this identifying the general wayfinding theory, themes and plan being implemented. Directional and Wayfinding signage should follow the design standard already set by the VA Per attached drawings. This is more than a signage replacement project and requires an experienced wayfinding designer. PART 3 PRODUCTS 3.1 GENERAL A. Signs of type, size and design shown on the drawing and as specified represent the intent and guideline for the new signage system. B. Signs complete with lettering, framing and related components for a complete installation. C. Provide graphics items as completed units produced by a single manufacturer, including necessary mounting accessories, fittings and fasteners. D. Do not scale drawings for dimensions. Contractor is to verify and be responsible for all dimensions and conditions shown by these drawings. Resident Engineer to be notified of any discrepancy in drawing, in field directions or conditions, and/or of any changes required for all such construction details. E. The Sign Contractor, by commencing work of this section, assumes overall responsibility, as part of his warranty of work, to assure that assemblies, components and parts shown or required within the work of the section, comply with the Contract Documents. The Contractor shall further warrant that all components specified or required to satisfactorily complete the installation are compatible with each other and with conditions of installations. 3.2 SIGN STANDARDS / CONSTRUCTION A. General: 1. Exterior Signs- shall be manufactured from extruded aluminum alloy --pre-assembled, precision machined sections then disassembled and primed with zinc chromate primer followed by electro-static painting using   DuPont Emron two-part catalytic polyurethane 1.5 2.0 mils including primer. Oven baked for 20 minutes at 300 degrees. All extruded aluminum to have a minimum of 75% recycled content. (ASTM B221, B241, B209)   UL listed and approved UL48 posted on sign. Site plans to be digitally produced and printed 3D replications of all necessary structures printed on Scotch cal exterior grade vinyl and laminated to 1/8 clear polycarbonate as back plate. Listings shall be digitally reproduced on vinyl and polycarbonate in a similar fashion. All sign extrusions must match existing. All pylon signs must be supported using two interior steel poles direct buried into a concrete footing. 3.3 FABRICATION A. Design components to allow for expansion and contraction for a minimum material temperature range of 56 °C (100 °F), without causing buckling, excessive opening of joints or over stressing of adhesives, welds and fasteners. B. Form work to required shapes and sizes, with true curve lines and angles. Provide necessary rebates, lugs and brackets for assembly of units. Use concealed fasteners whenever and wherever possible. C. Shop fabricate so far as practical. Joints fastened flush to conceal reinforcement, or welded where thickness or section permits. D. Contact surfaces of connected members are true; assembled so joints will be tight and practically unnoticeable, without use of filling compound. E. Signs shall have fine, even texture and be flat and sound. Lines and miters sharp, arises unbroken, profiles accurate and ornament true to pattern. Plane surfaces must be smooth flat and without oil-canning, free of rack and twist. The maximum variation from plane of surface is plus or minus 0.3 mm (0.015 inches). Restore texture to filed or cut areas. F. Level or straighten wrought work. Members shall have sharp lines and angles and smooth surfaces. G. Extruded members to be free from extrusion marks. Square turns and corners sharp, curves true. H. Drill holes for bolts and screws. Conceal fastenings where possible. Exposed ends and edges mill smooth, with corners slightly rounded. Form joints exposed to weather to exclude water. I. Finish hollow signs with matching material on all faces, tops, bottoms and ends. Edge joints tightly mitered to give appearance of solid material. J. All painted surfaces properly primed. Finish coating of paint to have complete coverage with no light or thin applications allowing substrate or primer to show. Finished surface must be smooth, free of scratches, gouges, drips, bubbles, thickness variations, foreign matter and other imperfections. K. Movable parts, including hardware, are to be cleaned and adjusted to operate as designed without binding or deformation of members. Doors and covers centered in opening or frame. All contact surfaces fit tight and even without forcing or warping components. PART 4 - EXECUTION 4.1 INSTALLATION A. Protect products against damage during field handling and installation. Protect adjacent existing and newly placed construction and finishes including landscaping as much as possible during installation. B. Mount signs in proper alignment, level and plumb according to the sign location plan and the dimensions given on elevation and sign location drawings. Where otherwise not dimensioned, signs shall be installed where best suited to provide a consistent appearance throughout the project. When exact position, angle, height or location is in doubt, contact Resident Engineer for clarification. Appendix A See Attached Phase 2 Exterior Sign Drawings Exterior Sign Drawings (Phase 2) Appendix B See Attached Sign Quantities Exterior Signage Quantities (Phase 2) 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) The Government will award a contract resulting from this solicitation to the responsible GSA Schedule offeror whose offer conforming to the solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers and are listed in descending order. The  wayfinding system is an integral part of the user experience for the veteran and his or her family that the VA Medical Center serves.   Quality, design ability and providing a matching system are of the utmost importance and value to this project. 1. Past Performance: Past experience shall include six (6) similar projects in the last five (5) years, four (4) of which should be other VA or Military Hospitals. Please provide a point of contact, contract number(s), and dollar amount for all 5 projects. A similar project is defined as a design build project including wayfinding design, manufacture of the exterior signage and installation for a healthcare facility with equal magnitude. Clearly show contracts where wayfinding design, sign manufacturing and installation were purchased on GSA Schedule. 2. Knowledge & Understanding in Environmental Graphic / Wayfinding Design: The vendor must describe four (4) similar projects (listed in Past Performance) and discuss how the design team approached the process and developed the final package. This should include project photos. Additional company information relevant for evaluation in regards to vendor s design ability and approach may be provided. This information will be evaluated based on the wayfinding theory presented and appropriateness to a VAMC healthcare environment and population. 3. Technical Samples: 1. Vendor shall submit Paint and Finish samples of the two exterior sign colors Matthews Brushed Aluminum #2477SP and #77987 2. Vendor to provide certification of use of minimum of 75% recycled content in all aluminum extrusions. 3. Vendor to provide a sample of the double post and panel sign face and cabinet. A reduced size sample that shows color and functionality can be provided (ex: 12 x12, etc) 4. Product Quality / Functionality: Vendor shall demonstrate the degree in which their signage systems/products are easily updated, well-constructed, use sustainable design and match the existing signage system in design and functionality. Included with this description, submit manufacturing drawings showing you comply with the specifications and match the sign standard. 5. Project Team: The Environmental Graphic Designer assigned to the design of the signage system must have a significant experience with wayfinding design of large medical centers including other VA Hospitals. Significant experience refers to having designed wayfinding and signage systems for multiple large sized (250+ bed) medical centers as well as mental health hospitals, nursing homes and outpatient clinics. The other members of the design and project management team should have at least 5 years of design, signage and artwork experience. 6. Price: Offeror shall submit bid as follows: Pricing including installation and design per all items on the attached sign schedule. All items Design, Manufacturing and Installation must be on GSA Schedule. Vendor must be able to provide ALL requirements stated in SOW in order to be considered for evaluation.
